The purpose of this study was to analyze the cross-cutting issues of SaemaulUndong, including gender and environment. Recently domestically Saemaul Undong is ahot issues as an Official Development Assistance(ODA) model, and the United Nationsjust announced the Sustainable Development Goals(SDGs), including gender andenvironment issues. Thus, this study tried to seek ways to establish an advanced ODAmodel based on the Saemaul Undong. Firstly, gender issue(women’s associationoperations) and environment issue(forest tree-planting) of Saemaul Undong generally metODA evaluation criteria(relevance, effectiveness, efficiency, impact, and sustainability). Also, we found outcomes and universal applicability of these issues from the formerSaemaul(integrated rural development) ODA projects. Lastly, we sought ways to applycross-cutting issues in the concept system and standard procedure of Saemaul ODA of‘International diffusion measures of Saemaul Undong’. Saemaul ODA is expected tocontribute greatly to mainstreaming of cross-cutting issues.

본 논문에서는 새마을운동의 젠더와 환경 등 범분야 이슈에 대해 고찰하였다. 최근 국내적으로 새마을운동의 국제적 확산에 힘쓰고 있고, 국제사회에서는 젠더, 환경 등을 포함한 지속가능개발목표(SDGs) 달성을 표명한 가운데, 본 논문에서는 새마을운동을 보다 고도화된 ODA 모델로 정립하기 위한 방안을 모색하였다. 먼저 새마을운동의 젠더 이슈(부녀회 운영)와 환경 이슈(산림녹화)가 적절성, 효과성, 효율성, 영향과 지속가능성 등 ODA 평가기준에 잘 부합하는 것으로 나타났다. 그리고 실제로 새마을(농촌종합개발) ODA에서 범분야 이슈가 적용된 사례를 통해 그 성과와 보편적 적용 가능성을 엿볼 수 있었다. 마지막으로 ‘새마을운동의 국제적 확산방안’에서 제시한 새마을운동의 개념체계와 표준사업절차에서 범분야 이슈 적용 방안을 모색하였다. 결론적으로 새마을 ODA가 범분야 이슈의 주류화에 크게 기여할 것으로 보인다.
