Navy's maritime operations not only require tactical operations within LOS (Line of sight) range, but also require strategic and/or operational C2 (Command and Control) with command posts that are located in BLOS (Beyond Line of sight) range. To achieve these goals in maritime operations, U/VHF communications network is utilized for LOS range, and HF communications network is utilized for ELOS(Extend Line of Sight). The introduction of satellite have been revolutionizing maritime operations. Although voice and data communications are widespread and commercialized, utilization of wireless network for data communication for the future battlefield is absolutely necessary. This research categorizes types of strategic and tactical data information (referred to the concept of the level of war) and proposes which network to choose, between satellite network and RF(Radio Frequency) network, depending on information type. This is to simultaneously utilize satellite-centric naval TDL(Tactical Data Link) network along with RF network. This research concludes that, deriving from the simulation results, it is far more beneficial to utilize both RF network and satellite network simultaneously, rather than just employing satellite network solely. This may be a successfully alternative solution to resolve issues arising from composing efficient network for future maritime operations.

본 논문에서는 NCOE에서 해상 네트워크의 효과적인 운용을위해 전쟁의 수준(Level of War) 개념을 적용하여 함정에서 생성된 정보를 작전적 데이터와 전술적 데이터로 구분하고 전술적 상황에 따라 해상 통신망을 적응적으로 운용하는 방안을 제안하였다. 이로써 위성망 장애 발생 시에도 전술적 데이터를 무선망으로 전송할 수 있음을 시뮬레이션을 통해 검증하였다.
