Technological innovation and institutional innovation has a certain relative
independence, at the same time, there is a co-evolution relationship between them, which
interdependence and mutual promotion. In this paper, from the perspective of co-evolution
analysis, Research on the relationship between technological innovation and institutional
innovation in the process of resource-based city development, construct a measure model
for synergy degree of compound system. A case study of Jixi city in resource based cities,
analysis of the collaborative development of technological innovation and institutional
innovation.
