The purpose of this study is to analyze an aging speed and social security coverage in local government. For this study, we select the national pension, national basic livelihood security, Health insurance expenditures for the elderly as the case for conducting the transition analysis and cluster analysis. The results of this study are as follows. First, each local government has different characteristics of social security benefits for the elderly. Especially, the transition of basic livelihood recipients for the elderly over 65 shows the most gap among local governments. Second, we divided 16 local governments into the five clusters through analyzing the transition from 2006 to 2013. In conclusion, this study found that the benefits of social security policies for the elderly make a difference among the local governments in spite of same environment and system for the elderly welfare in S. Korea.

본 연구는 지역별 노인사회보장정책 급여범위에 대한 비교․분석을 통해 광역지자체 수준의 노인사회보장커버리지가 노인인구구조 변화를 적절하게 반영하고 있는지 파악하고자 하였다. 이를 위해 국민연금, 국민기초생활보장, 건강보험 노인의료비를 선택하여 추이분석과 군집분석을 실시하였다. 그 결과, 16개 광역지자체의 노인사회보장제도 급여는 각기 다른 추이로 변화하고 있었으며, 특히 65세 이상 기초생활수급자 추이에서 확연한 차이가 있음을 발견하였다. 또한 유사한 경향을 보이는 광역지자체들을 5가지 군집으로 분류하여 동일한 복지환경과 제도적용에도 불구하고 지역 간 노인사회보장제도 급여(수급자 및 급여비)에 차이가 존재함을 확인하였다. 본 연구는 노인사회보장제도 급여의 추이분석을 통해 지역 간 차이를 발견하여 유형화하였다는 점에서 의의를 가진다.
