The purpose of this paper is to scrutinize the Sure Start Program of the U.K., which is recognized as of the latest projects to tackle educational inequality, and to make suggestions to enhance the relevance of the government policies targeting to alleviate educational inequality in Korea. To the end, this paper first reviewed the concept of educational inequality and established the analytical framework including the five variables of management system, finance, program contents, performance evaluation, and social support system. The next chapter undertook a case study about the Sure Start Program, based on the above-mentioned five variables. As a result of analysis, the following could be suggested as the factors that made the Sure Start Program a successful project to tackle educational inequality in the Britain: unified legal system, the systematic support system, continuous efforts to improve the quality of the program, the active participation of other bodies and social networks, and customization at local level. The conclusion of this paper suggested the implications of the Sure Start Program for the improvement of the relevant educational policies in Korea.

본 논문의 목적은 교육불평등 해소에 대한 정책 중의 하나의 영국 Sure Start 프로그램을 분석하여, 이를 토대로 우리나라에서 시행하고 있는 각종 교육불평등 완화 정책의 적실성을 제고하기 위한 시사점을 제공하는데 있다. 이러한 연구목적을 달성하기 위하여 슈어스타트 프로그램의 분석을 위해 관리운영, 재정, 프로그램, 성과관리, 사회적 지원이라는 다섯 가지 변수를 활용하였다. 분석결과, 슈어스타트는 단일법 체제하에서 이루어지는 통합적인 지원사업으로서, 지방자치단체 주도로 사업이 이루어진다는 점, 지역사회 기관과의 활발한 연계를 통하여 프로그램의 성고를 제고하고 있다는 점, 지역의 특색과 지역주민들의 수요를 반영한 프로그램 중심으로 이루어지고 있다는 점, 단지 저소득계층의 아동뿐만 아니라 그 가족도 프로그램 운영의 대상에 포함시키고 있는 점 등과 같은 특징이 발견되었다. 이를 바탕으로 우리나라 교육불평등 완화 정책의 적실성을 제고하기 위하여 유사 중복되어 운영되고 있는 다양한 사업들을 조정 관리할 필요성의 제기와 이를 위한 지방자치단체 중심의 거점단위 육성, 질적인 개선의 노력, 지방자치단체 주도의 지역사회자원개발 노력, 지역맞춤형 프로그램의 개발 및 지역사회연계 촉진과 이를 반영한 성과지표의 개발 등을 제언하였다.
