Nuclear policy community is defined as an entity that share the same values and beliefs in the policy areas and want to achieve a common purpose, depending on the resources they need each other. It can be said that the core of nuclear policy community in Korea has been placed in KEPCO(Korean Electric Power Corporation) and KHNP(Korea Hydro & Nuclear Power Co., Ltd)) and participate governmental technocrat, which is belong in Ministry of Science and ICT and Future Planning and Minster of Trade, Industry and Energy, experts group and Korea Atomic Industrial Forum around them. It is indicated the factors that nuclear policy community is formulated and maintained as follows. First, Korea’s energy policy was set to rely on nuclear energy since the oil shocks of the 1970s and has enhanced the path. Second, the nuclear policy making had been made in the base of technological determinism. Despite being the subject of political debate as a social construct, nuclear policy making has been to depend on nuclear science and technology. Third, nuclear policy community has had a rich economic resources and expertise. They has maintained a partnership and relationship based on the these resources.

본 연구에서는 원자력산업과 관련된 기술관료, 산업계, 학계로 구성된 ‘원자력 정책공 동체’에는 누가 참여하고 어떻게 형성되고 유지되고 있는가를 탐구하고자 한다. 원자력 정책공동체는 원자력발전 사업자인 한국전력과 한국수력원자력을 중심으로 정부 기관인 미래창조과학부, 산업통상자원부 등과 그 산하기관, 원자력진흥위원회, 원자력안 전위원회 그리고 원자력산업회의의 구성원과 전문가집단으로 구성되어 있다. 원자력 정책공동체를 형성하고 유지시켜온 요인으로는 첫째 원자력에너지 의존 경로의 설정과 강화를 들 수 있다. 산업화시기인 1970년대 석유파동을 거치면서 화석연료 대신 원자력에너지에 의존하기 시작하였고, 그것이 강화되었다. 둘째, 기술결정론적 입장에서 원자력정책의 결정이 이루어 왔다. 원자력 기술이 사회구성물로 정치적 논쟁의 대상임에 도 불구하고 철저하게 정치적 논쟁을 회피하고 과학기술에 의존하여 원자력 정책을 결정 해 왔다. 셋째, 원자력 정책공동체는 풍부한 경제적 자원과 전문지식을 보유하고 있었다. 이들 자원을 토대로 원자력 정책공동체의 구성원들을 결속하여 협력관계 혹은 유대관계 를 유지해 왔다.
