In this study the possibility of success of Gov 3.0 was analyzed to the owners who sell their items on the net of 'www.invil.org'. The expert group which will have the request for this study were consisted of 31 that is considered as proper number of person in Expert Choice which is the program by AHP. Some consequences were found that the businessperson roughly considered that the e_information stage in the agenda setting, in the agenda formation and in the implementation as well has the relative priority than the other stage. And they perceived that the e_citizen/participation has the relative priority than the other stage in the agenda analysis and in the monitoring. The peculiar thing in this study is that the e_decision stage doesn't have the relative priority in all decision process. Some implications would be suggested that the businessperson should think the reason of the e_decision doesn't have the relative priority than the other stage in the developmental stage of e_governance. And also for improving of success possibility of Government 3.0, hey will have to try to entirely understand the true meaning of Government 3.0 and also the e_governance.

본 연구의 목적은 정부 3.0의 성공을 위해 의사결정 각 과정별로 e_거버넌스의 각 발전 단계들은 어떤 우선순위를 갖는가를 분석하고자 하였다. 본 연구의 조사대상자들은 온라인 홈페이지 www.invil.org.(정보화마을중앙협회)에 입점해 있는 업체 사업자들을 대상으로 편의 표집방법으로 선정하였다. 전문가 그룹 인원 선정은 계층분석절차(AHP) 분석프로그램인 Expert Choice(표준수준) 교육용 버전의 분석가능수가 25명인 점을 고려하여 농업, 수산업, 축산업, 임업 대표자별로 지역별로 안배하여 각각 6-7명의 인원을 분석 대상으로 선정하였 다. 분석결과 조사대상 입점업체들은 대체적으로 모니터링(판매 후 반품 등 고객의견 수렴) 을 상대적으로 우선시하는 것으로 나타났다. 의제설정 단계에서는 e_정보, 의제분석단계에 서는 e_민원/참여, 의제형성 단계에서는 e_정보, 의제집행 단계에서는 e_정보, 그리고 모니 터링 단계에서는 e_민원/참여를 우선시하는 것으로 나타났다. 분석결과 특이한 것은 e_거버 넌스 발전단계의 최상위단계인 e_의사결정은 의사결정 5 단계 중 상대적으로 우선시된 항 목이 한 항목도 없는 것으로 나타났다는 점이다. 이러한 분석결과를 참조하여 정부 3.0의 실질적인 성공을 위해서는 정보화마을 출범 당시와는 판이하게 달라진 정부 3.0의 시행 취 지를 입점업체 사업자들은 충분히 인식하여야 할 것이다. 아울러 정보화마을중앙협회에서 는 입점업체 사업자들이 생산, 물류유통, 판매 및 사후 관리에 있어 의사결정 각 과정별로 ’e_의사결정‘의 세부 항목들이 어떤 중요도를 갖는지에 대한 인식전환이 이뤄질 수 있도록 하는 협회차원의 구체적인 대책 마련이 있어야 할 것이다.
