This study is taking a look at the trends and the characteristics of the Singapore elderly home and community-based services(HCBs). For the above, this study has concentrated on the home care in public sector and family-based care services in private sector in Singapore. Financial structure and the way of support are mainly given through government subsidies, medisave accounts within the CPF, contributions and co-payments. 90% of community care services are mostly provided by non-profit welfare organizations while private profit organizations also do it but not that great amount. Singapore employs foreign domestic workers for the purpose of the elderly care, and try to promote the expansion of community-based services(HCBs) of which trend is gradually increasing. In addition, strategic partnership attempt in mutual-ministry about the area of care services which have been operated partially and passively in each department is slowly and gradually seen. Whereas the existing advanced studies are mainly introducing the Western models, the case studies of Singapore are meaningful for showing the variety in a context of social and cultural development in traditional Asia.

본 연구는 싱가포르의 노인 재가돌봄서비스에 대한 동향과 특성을 살펴보 는 것을 목적으로 하였다. 이를 위해 공적영역의 지역사회기반 돌봄서비스 (HCBs)와 사적영역의 가족기반돌봄서비스를 중점적으로 살펴보았다. 싱가포르 의 재가돌봄서비스는 사적영역중심의 가족기반 돌봄서비스가 주를 이루며 공 적영역에서의 존재감과 비중은 상당히 낮은 수준임을 확인할 수 있었다. 재정 구성 및 지원방식은 주로 정부보조금과 CPF내 의료저축계좌, 기부금 그리고 본인부담금을 통해 지급된다. 대부분 비영리 복지조직이 재가돌봄서비스의 90%를 제공하고 있고 민간영리 조직도 일부 참여하고 있으나 그 규모가 크 지 않다. 싱가포르의 돌봄 정책에 대한 최근의 흐름은 가정에서 노인돌봄을 목적으로 외국인가사도우미를 고용하도록 하는 입장을 취하고 있고, 지역사 회기반서비스(HCBs)를 강화하고 확대하고자 추진 중에 있으며 그 비중을 점 진적으로 늘리고 있는 추세이다. 또한, 각 부처별 파편적이며 소극적으로 운 영되어 온 돌봄서비스영역에 대해 상호 부처별 전략적 제휴의 시도들이 조금 씩 나타나고 있음을 확인하였다. 재가돌봄서비스에 관한 기존의 선행연구들이 서구의 모델을 주로 소개하고 있는 반면 싱가포르 사례는 아시아전통의 사회 문화적 맥락에서 발전하고 있는 다양한 모습들을 소개하는 연구로서 의미가 있다 하겠다.
