This study intended to suggest the approach to develop the youth shelter for runaway adolescents by analysis of the present conditions and problems using the analysis framework of Gilbert and Terrell: social allocation, social provision, delivery system and finance. Selectivity issue was identified on the social allocation. Insufficient support for the independence, insufficient effectiveness were identified on the social provision dimension. The problems in the delivery system included discontinuity and inaccessibility of service, unaccountability and limit of extensive services. Unstability was identified as the problem in the finance dimension. Accordingly, this study proposed the solution against the problems related to youth shelter as described below. For eliminating the blind zone caused by selectivity of social allocation, the selective regulations need to be relieved. It is required to increase strengthening outreach function, providing practical independence service, giving appropriate amount of cash and flexibly adjusting the period of stay in youth shelter. For the delivery system, this study proposed the improvement of connectivity between shelter types by region and to increase the number of youth shelters based on the number of runaway adolescents. Furthermore, the extensive service is required by strengthening the cooperation among relevant organizations and institutions and coordination of service. It is also required to provide the service more systematically and effectively by establishing the central support system. Moreover, it is necessary to transfer the present Youth Fostering Financial Fund(YFFF) to the general accounting for stable operation of youth shelter policies related to the finance.

본 연구는 2016년 현재 가출청소년을 위한 청소년쉼터의 정책 실태와 그에 따른 문제점을 Gilbert와 Terrell의 분석틀을 활용하여 분석하였다. 이를 통해 가출청소년을 위한 청소년쉼터의 발전 방안에 대해 제시하였다. Gilbert와 Terrell에 의한 청소년쉼터의 분석은 정책에 포함되어있는 정책 선택의 형태와 내용, 그러한 선택의 근거가 된 가치 등을 다루고 있다. 이를 근거로 청소년쉼터 정책의 도입과 발전에 영향을 미친 사회적 가치를 살펴보고, 현행 정책을 정책대상, 급여, 전달체계, 재원의 4가지 차원으로 분석하였다. 청소년쉼터의 도입과정에서는 가출청소년을 선도하고 통제하기 위한 통제적 관점이, 발전기라고 할 수 있는 2004년 이후에는 미래의 주체로서의 투자적 관점으로 전환되었다. 정책 대상 차원에서는 선별성이, 급여 차원에서는 자립지원 서비스의 부족과 낮은 수준의 급여 제공 및 효과성 미흡의 문제가 나타났다. 전달체계 차원에서는 급여 관리 및 운영체계의 파편화, 급여의 단절성 및 비접근성, 비책임성, 급여의 포괄성 부족 등이 문제로 나타났다. 재원측면에서도 재원의 불안정성의 문제가 있는 것으로 확인되었다. 따라서 본 연구에서는 청소년 쉼터 정책의 대상, 급여내용, 전달체계, 재정의 문제에 대한 해결책을 다음과 같이 제시하였다. 정책 대상의 선별성으로 인한 서비스 수혜의 사각지대를 해결하기 위해서 선별적 규정을 완화해야 하며, 입소 대상자 선정 시 표준화된 사정 매뉴얼을 적용함으로써 보다 객관적으로 적용될 수 있도록 해야 할 것이다. 급여에 있어서는 아웃리치기능의 강화, 현실성 있는 자립서비스의 제공, 적절한 현금서비스 지원, 입소 기간의 탄력적 운영을 통해 낮은 급여 수준을 개선해야 할 것이다. 전달체계 부분에서는 지역별로 쉼터유형별 인프라 확충, 쉼터 간 연계성 개선, 가출청소년의 규모에 따른 적정 수준의 청소년쉼터의 확충을 제안한다. 또한, 관련 부처 간, 기관 간 협력과 서비스 조정을 강화하여 포괄적인 서비스를 제공해야 하며, 중앙지원체계의 설치를 통해 보다 체계적이고 효율적으로 서비스가 제공될 필요가 있다. 재원에 있어서는 청소년쉼터 정책의 안정적 운영을 위해 현재의 청소년육성기금을 일반회계로 이관할 필요가 있다.
