Knowledge of the fundamental elements of innovation is diffused more effectively when they are geographically close to each innovation actors. This study is aimed at demonstrating cross-regional differences in innovation capacity in terms of innovation actors (research institutes, technology agencies, universities, and corporations). We conducted multiple factor analysis to classify innovation characteristics by region, using data on 2013 national R&D investment projects. Through the analysis, we found that Seoul, Gyeonggi, and Daejeon take the lead in every aspect. but the main actors who lead innovation differ by region. The results suggest the following policy implications. First, the cross-regional inequalities in innovation capacity should be addressed. Second, the main actors who lead innovation differ by region; therefore, regional innovation policy need to be adapted at regional level in order to reflect the diverse legal, social and geographical conditions of regions.

혁신의 근본적 요소인 지식은 각 혁신주체들이 지리적으로 근접해 있을 때 보다 효과적으로 확산된다. 각 지역의 혁신은 혁신주체들에 의하여 발생하기 때문에 혁신역량은 혁신주체의 활동과 직결된다. 이러한 관점에 따라 본 논문은 지역 간 혁신역량의 특성을 지역에서의 혁신주체인 연구기관, 중개기관, 대학, 기업 입지 관점에서 보여주기 위한 목적에서 수행되었다. 각 지역별 혁신주체 입지를 분석하기 위하여 2013년 국가연구개발투자사업 정보에 나타난 연구주체를 7개로 분류하여 분석데이터로 활용하였다. 유사한 혁신주체를 보유한 지역을 소수의 유형으로 구분하기 위하여 다양한 지표들을 효과적으로 압축해주는 다중요인분석(MFA: Multiple Factor Analysis)을 적용하였다. 다중요인분석에 의하여 도출된 요인을 기준으로 16개 지역에 대한 혁신 특성을 살펴보았다. 분석결과 서울, 경기, 대전이 모든 지역에 비해 단연 앞서고 있으나 지역별로 혁신을 주도하는 주체는 상이한 것으로 나타났다. 연구결과를 통한 지역혁신정책에 관한 정책적 시사점은 다음과 같다. 첫째, 지역 간 혁신역량 불균형을 개선해야 한다. 둘째, 지역별로 혁신을 주도하는 혁신주체가 다르므로 차별화된 지역혁신정책이 필요하다.
