This research examines the way to ensure a consistent unification policy through an agreement between the government and the Nation Assembly when it comes to Unification Policy and Policy toward North Korea. It is necessary to make an agreement between them through institutionalization. The last general election, the opposition party is now a majority, which means that when it comes to the government operation, genuine conversation and negotiation are very important process. North Korea conducted its fourth nuclear detonation on 6 January 2016 and claimed it had successfully launched a satellite into orbit, and pledged to launch more. Therefore, Inter-Korean relations are becoming worse and worse. There are lots of discussions and opinions to normalize Inter-Korean relations in our society. The bottom line to change the Park Gun-hye administration’s dogmatic policy for North Korea by talking to the National Assembly. The cornerstones of this institutionalization should be the National Assembly. The government should balance relations with the National Assembly. Unification policy should not be the president’ unique authority any more for unification and peace on the Korean peninsula. A consistent unification policy and policy for North Korea play a key role in relieving tension on the Korean Peninsula. In order to solve these problems, the National Assembly and the government need to make an agrement for a consistent unification policy and policy for North Korea. In addition, the National Assembly needs to establish a special committee on consistent policies for unification and North Korea.

제20대 국회의원 총선거 결과 여소야대의 ‘3당 체제’가 되어, 어느 당도 일방적으로 정책을 추진할 수 없는 구조적 상황에 의해 국회 운영에 있어 대화와 협상이 더욱 중요한 과제로 제기되고 있다. 이 글은 3당 체제라는 제20대 국회 지형 변화를 맞이하여 대통령･행정부의 독자적 영역으로 여기고 있는 통일정책을 어떻게 국회와 행정부의 협력을 ‘제도화’하여 ‘지속한 통일･대북정책’을 만들 수 있을지 검토하는 것을 목적으로 한다. 2016년 1월 북한의 제4차 핵실험과 2월 ‘장거리 로켓’ 발사 등으로 남북관계는 암울한 상황이다. 현재의 남북관계 상황을 어떻게 풀어나갈 지에 대해서 우리사회 내에 여러 의견들이 존재한다. 정부의 단호한 대응에 찬성하는 입장, 정부에게 보다 유연한 태도를 촉구하는 입장 등 여러 입장이 있을 것이다. 박근혜 정부의 대북정책의 변화가 필요한 시점이다. 통일정책이 대통령만의 고유한 권한이라는 인식에서 벗어나 국회가 통일･대북정책에 대해 지속가능한 정책을 ‘협약’할 수 있도록 적극 나서자는 것이다. 대북･통일정책에 대한 남남갈등을 해소하고 한반도 안정과 평화, 통일을 달성하기 위한 국민적 합의를 도출하자는 것이다. 이를 위해 제20대 국회 출범과 함께 ‘지속가능한 통일정책 수립을 위한 특별위원회’를 구성하고, 위원회가 논의해야 할 내용을 제안하였다.
