SMEs growth is necessary for reducing production costs, enhancing R&D investment and policy support of trade related agencies. Recently, China has been expanding the policy 'One-Belt One-Road'. Thus, it has intensified competition with China in the Asian market. Moreover, Japan has improved the international competitiveness. Therefore, it is necessary to explore various measures for SMEs. The purpose of this study was to explore ways of enhancing export competitiveness of SMEs through the case study and suggest policy measures through trade insurance. Through case studies has confirmed that the reduction of R & D investment, supporting redundancy problems and the lack of collective support. Policy options are as follows. Government agencies and K-sure shall jointly build SMEs growth roadmap. It can focus on the policies for funding and recruiting. In addition to building a performance evaluation system for government support policies. I shall expect that research results will produce the vitality of the economy.

국내 수출 중소기업의 성장을 위해서는 생산비의 절감과 R&D 투자 및 무역유관기관의 정책지원이 요구된다. 최근 중국은 ‘일대일로’ 정책을 확대하며 아시아 시장의 지배력을 강화하고 있으며, 해외 투자자금의 유입을 통한 일본의 국제경쟁력 강화 현상은 글로벌 시장에서의 경쟁을 심화시키고 있다. 따라서 이에 대응할 수 있는 수출중소기업의 경쟁력 제고를 위한 정책방안 모색이 요구된다. 본 연구는 수출중단 중소기업의 사례를 통해 수출중소기업의 경쟁력 제고 방안을 모색하고, 무역보험을 통한 정책방안을 제언하였다. 사례연구를 통해 R&D 투자의 감소 및 무역유관 지원기관의 지원중복 문제와 일괄지원의 부재를 확인하였으며, 이를 개선하기 위한 방안으로 정부기관과 한국무역보험공사가 참여하는 중소기업성장 로드맵 구축을 통한 신글로컬체계 구축과 필요자금 및 인력 충원을 강화하기 위한 성과평가환류시스템 구축을 제안하였다. 본 연구에서 제안한 방안은 수출중단 중소기업의 수출재개와 한국 경제의 활력을 이끌어 내는데 일조할 것으로 기대된다.
