Chap. seven of Zhuangzi has been understood ordinarily as a discussion on government or a discussion on emperor. In this case several questions are asked. The first, what is 'the discussion on government’ of the former four fables of this chap? The second, can the latter three fables of this chap. be understood as 'a discussion on government'? The third, what is the meaning of '應帝王'? The fourth, how roaming results in 'establishing order of the world'? The answers on these are as follows. The first, 'the discussion on government' of the former four fables of this chap is 'the theory of governing by roaming'. The second, the latter three fables of this chap. can`t be understood as 'a discussion on government'. It is 'a discussion on how to response things and events'. The third, in the former 4 chaps '應帝王' means ‘answering to kings and emperors' and 'fitting to kings and emperors'. In the later 3 chaps it means 'responding to Dao' and 'following Dao'. The fourth, artificial governing results in disorder of the world and human nature gets better without artificial governing, therefore 'not governing and roaming' can result in 'establishing order of the world'.

｢응제왕｣은 일반적으로 장자의 통치론[내지는 제왕론]을 밝힌 것으로 이해되고 있는데 이 경우 몇 가지 문제점이 노정된다. 첫째는 이 편의 전반 4개장에 나타나는 장자의 통치론이 과연 무엇인가이다. 둘째는 이 편의 후반부에 해당하는 ‘神巫 계함 우화⋅用心若鏡론⋅渾沌 우화’가 통치론으로 독해되는가이다. 셋째는 ｢응제왕｣이 전반 4개 장과 후반 3개장이 서로 결이 다르다면 ‘응제왕’이란 편명은 어떻게 해석되는가이다. 넷째는 ‘遊’가 ‘天下治’로 귀결되는 구조가 무엇인가이다. 이에 대하여 다음과 같은 답이 도출되었다. 첫째 이 편의 전반 4개장에 나타나는 통치론의 핵심은 ‘遊의 통치론’이며 無治之治로 구체화된다. 둘째 후반 3개장은 應物論으로서 安命論의 일부에 해당되며 통치론으로 독해될 수 없다. 셋째 ‘응제왕’은 전반 4개장의 경우 ‘군주에 대답하다⋅군주에 부합하다’라는 의미로, 후반 3개장의 경우 ‘道에 대응하다⋅道에 순응하다’로 해석된다. 넷째 몇 가지 가능한 구조가 제시되지만 ‘유위지치가 난세의 원인이라는 관점’과 ‘인성자연설’이 각각 또는 서로 결합하여 ‘遊’가 ‘天下治’로 귀결되는 구조를 설명한다.
