This study examines the current situation of the Korea tourist police from policy implementation perspective and tries to find management implications for more effective policy implementation. In an effort to provide assistance and improved conveniences for international visitors coming to Korea, Korean government introduced tourist police forces, and they contributed significantly in reducing illegal activity on merchants and trades, solving inconveniences, offering travel-related information and much more. However, there still lie many problems concerning the effectiveness of the system due to low empowerment level and lack of resources. Therefore, the importance of policy implementation is highlighted to improve the effectiveness of current tourist police system. This study analyzes the conditions that can affect the policy implementation process of tourist police from two perspectives. First, this study questions ‘whether negative factors acting as barriers on effective policy implementation of street-level bureaucrats are properly managed in reality.’ In street-level bureaucracy wise, the results show that building effective work environment and allowing higher level of discretion contributed to sound implementation. Second, this study further asks ‘whether the current work conditions of tourist police actually satisfy the behavioral factors required for performance.’ According to organizational management factors, tourist police forces showed only average level of these factors, implying that there needs to be more management efforts for the improvement. These findings are discussed in terms of the policy implications for better job performance of Korea tourist police.

본 연구의 목적은 일선관료의 정책집행이라는 관점에서 관광경찰을 진단하고, 관광경찰의 효과적인 정책집행방안을 논의하는 데 있다. 관광경찰은 2013년 출범한 신생조직으로서, 관광안내·불편처리, 불법행위 단속 등 다양한 활동영역에서 관광 진흥에 크게 기여하고 있다. 그러나 한편으로는 권한 미비와 인적․물적 자원의 부족 등으로 정책집행의 실효성에 제약이 존재하는 것으로 평가받고 있다. 이와 관련하여 본 연구는 효과적 정책집행의 관점에서 관광경찰을 진단·분석하고 관리적 시사점을 도출하기 위한 설문조사를 수행하였다. 설문결과를 바탕으로 본 연구에서는 크게 두 가지 측면에서 진단을 실시하였다. 첫 번째는 관광경찰이 ‘일선관료의 효과적 업무수행에 저해되는 요인들을 적절히 관리하고 있는가’이다. 세부요인으로 일선관료의 업무수행, 감정노동 요인을 진단한 결과, 각 요인들에 대한 전반적인 개선 필요성이 도출되었으나, 특히 충분한 재량권의 확보 및 효과적인 직무환경의 조성이 가장 우선적으로 요구되었다. 두 번째는 관광경찰이 ‘효과적인 업무수행에 필요한 행태적 요인들을 충족하고 있는가’이다. 세부요인으로 직무태도와 사회적 지원 요인을 진단한 결과, ‘보통’ 수준에 머물고 있는 각 요인을 ‘만족’ 수준으로 제고하는 것이 우선적 관리과제로 제기되었다. 본 연구는 이러한 분석 결과를 토대로 관광경찰의 정책집행 효과성 제고를 위한 방안을 논의하였다.
