The purpose of this study is to figure out current status of certification and cause of damage in Gumi city which is ready to gain official certification of WHO international safety city, and it suggests the vitalization and the development plans on constructing international safety city of Gumi city by analyzing the operational safety city programs. Therefore, it is as in the following when analyzing the details about the damaged conditions and the safety city program of Gumi city. First of all, after analyzing the damages and deaths by the type of class, most of reasons of the damage of Gumi city are suicides and traffic accidents. Old people, who are older than 64, comprise a large proportion. Moreover, the damages like impacted fracture, amputation or a hurt from falling which happen in industrial sites are a lot compared to other districts. Second, when analyzing the cause of damages and deaths, the safety city program, which is currently implemented, have major problems with fields of suicide prevention and traffic accidents safety. However, it is the lack of safety reinforcement program about this and reorganization, which is specialized by various fields, is needed on the safety city program while each government’s department operates the programs, which may be the same program. Third, there should be interactions and information exchange with each government’s departments about the analysis of damage’s cause and the development operation of the program, but Gumi city’s safety city program operates independently. It is necessary to construct mutual exchange with each government’s sectors through safety network of civil, private and officials. That is why we need to monitor the damaged situations through the relationships with others, and develop the program that suitable for causes of damage furthermore we need to utilize the program through active participation from Gumi city’s local residents to build the renewable safety city in Gumi city.

이 연구의 목적은 WHO국제안전도시 공인인증을 받기 위해 준비하고 있는 구미시의 인증현황과 손상원인을 알아보고 현재 운영되고 있는 안전도시 프로그램을 조사･분석하여 구미시의 국제안전도시 구축에 대한 활성화와 발전방안을 제시하고자 하였다. 따라서 구미시의 손상상황과 안전도시 프로그램의 세부적인 내용을 종합적으로 조사･ 분석하면 다음과 같다. 첫째, 손상사망을 계층별 피해유형에 따라 분석한 결과 구미시의 대부분의 손상의 원인은 자살과 교통사고였으며 64세 이상의 노인계층이 가장 많은 비율을 차지하였다. 또한 산업재해와 산업현장에서 발생하는 낙상, 끼임･절단 등의 손상자수가 타 지역에 비해 많았다. 둘째, 구미시가 현재 시행하고 있는 안전도시 프로그램은 손상사망의 원인과 비교･분석해 볼 때 자살예방과 교통사고 안전분야에서 가장 많은 손상이 있었다. 하지만 이에 대한 안전강화 프로그램이 부족하고, 각 기관별 안전도시 프로그램이 중복･운영되고 있어 안전도시 프로그램의 특성화된 분야별 개편이 필요한 실정이다. 셋째, 손상원인의 분석과 이에 따른 프로그램의 개발･운영에 있어 각 기관과의 정보교류와 유기적인 협조가 필요하지만 구미시의 안전도시 프로그램은 각 기관이 독자적으로 운영하고 있는 형태를 띠고 있다. 이에 민･산･관간의 안전네트워크를 통한 유기적인 네트워크의 구축을 통한 기관간의 교류가 필요하다. 따라서 구미시의 지속가능한 안전도시를 구축하기 위해서는 각 기관과의 연계를 통하여 변화되어지는 손상상황에 대해 지속적으로 모니터링하고 손상원인에 맞는 프로그램을 개발하여야 한다. 또한 이러한 모든 과정은 구미지역주민의 적극적인 참여를 통해 활성화 되어야 할 것이다.
