This study aimed at examining literature of the World Health Organization (WHO) International Safe Community and offering the detailed processes behind Changwon City's proclamation of becoming the 331th international safe community in one of 31 nations in the world in 2014 to Gumi City, which is preparing to get the international certificate of safe community, thereby helping Gumi City to establish the policy to prepare to become an international safe community. Three cities―Masan, Changwon and Jinhae―combined to come up with a comprehensive wide area safety management measure. After the combined city called Changwon City was launched, the number of people vulnerable to safety, including the elderly living alone, multi-national families and the disable, naturally increased, and thus the efforts were needed to protect those vulnerable people. Changwon City, therefore, tried to turn itself into an international safe community, in which social and economic costs are reduced by preventing accidents and damages and citizens enjoy a healthy and safe life. Meanwhile, citizens in Gumi City have wanted their city to become a safe community after the hydrofluoric acid leakage incident in the city in 2012. Gumi City, therefore, plans to hold a ceremony to officially proclaim its becoming a WHO international safe community in 2017. This is expected to increase Gumi City's value as a high quality city and attract foreign tourists and business investment.

이 연구는 WHO 국제안전도시에 대한 이론적 검토를 알아보고, 안전도시 공인 인증을 준비하고 있는 구미시에 앞서 2014년 세계 31개국 331번째로 국제안전도시 선포식을 가진 창원시의 세부 추진사례를 소개하고자 하며, 이것을 바탕으로 구미시의 국제안전도시 준비 정책에 도움을 주고자 한다. 창원시는 마산, 창원, 진해의 3개 도시가 통합하여 광역안전관리 종합대책을 강구하기 위하여 통합시 출범 이후 독거노인, 다문화가족, 장애인 등 안전에서 취약한 계층의 인구가 자연스레 증가하면서 이들을 보호할 필요가 있었고, 사고와 손상 예방을 통해 사회․경제적 비용을 저감하고, 시민이 건강하고 안전한 삶을 누릴 국제안전도시를 구현하고자 추진하였다. 따라서 2012년 구미 불산 누출사고 이후 시민이 안전도시를 간절히 바라고 있다. 이를 위하여 국제안전도시 공인인증을 2017년 “WHO 국제안전도시 공인 선포식”을 열 예정이다. 구미시를 명품도시로의 가치를 높이고, 해외관광객 및 기업투자 유치에 기여할 수 있음을 기대한다.
