The purpose of this thesis is to seek for the countermeasures for the terror safety and the development of anti-terror law checking the terror related laws and the environment about the Pyeongchang Olympic Winter Games based on the literature research and the hands-on-experience in order to have a successful Olympic Winter Games. First, the Enactment of Anti-terrorism Law has to be applied effectively in oder to overcome unstable environment such as explosives terror. Second, as a formal law, the enactment of "Fundamental Safety Law of Sport Safety Control Organization" (provisional name) and the acts for VIP guard and the designation of guard area are to be revised by the act on the performance of duties by police officers. Third, the possibilities for terror has to be prevented through the collection and analysis of information on the human, material and geographical risk factors for national major facilities and multi-use facilities which is related to Olympics. Forth, forming the adequate Anti-terror organization and the assignment and responsibilities on the 12 stadiums（Pyeongchang, Gangneung and Jeongseon) and the judgement of accurate protectee and securing the operation specialist are needed. Fifth, adopting the concept of 4-layer guard for safe event and facilities' modernization and integration have to be made. Sixth, the purchasing, installation and the securing the operational personnels for high-tech weapons like THAAD and so on for coping with nuclear weapon. Seventh, the overall controlling for the opening ceremony of Olympic Winter Games has to be done by the chief officer of the presidential security and the head of national intelligence service. But for the safety, it should be entitled to the chief of the national police agency and a local government head about the roles and responsibilities considering its regional characteristics. Lastly, to guard for the person in charge of anti-terrorism and the education for the Sport Safety Management have to be reenforced. And through prior notice to the nationals, voluntary participation and cooperation have to be induced for the traffic control and the 2-day car rotation system which will cause inconvenience.

이 논문은 평창동계올림픽에 대한 테러의 관계법 및 환경을 점검 분석하여 성공적인 평창동계올림픽 개최가 될 수 있도록 문헌적 연구와 실무적 경험을 기초로 하여 대테러관계법의 발전과 테러안전대책을 강구하는데 그 목적이 있 다. 첫째, 폭발물테러 등 불안전한 환경의 극복을 위해서는 테러방지법이 실효성 있게 적용 되어야 한다. 둘째, 상시법으 로 가칭 “스포츠안전통제조직의 안전기본법”의 제정과 경찰관직무집행법상 요인경호행위 및 경호구역 지정의 개정 등이 필요하다.셋째, 올림픽과 관련하여 국가중요시설, 다중이용시설 등 인적 ․ 물적 ․ 지리적 위해요소에 대한 정보의 수집과 분석을 통해 테러발생 가능성을 사전에 차단해야 한다. 넷째, 적절한 대테러조직의 편성과 12개의 경기장(평창, 강릉, 정선) 임무분담 및 책임 그리고 정확한 경호대상의 판단과 전문소요인력을 확보하여야 할 것이다. 다섯째, 안전한 행사를 위한 4선 경호개념의 도입과 안전장비 및 시설의 첨단과학화와 통합화를 기해야 한다. 여섯째, 핵 등 최첨단무기 에 대응한 사드 등 장비구입과 배치 및 운영요원의 확보대책이 이루어져야 된다. 일곱째, 동계올림픽 개회식 등 주요행 사의 경호안전에 대한 총괄적 조정통제는 대통령경호실장과 국가정보원장이 실시하되 안전에 관하여 각 지역적 특성에 맞는 권한과 책임을 경찰청장 및 지방자치단체의 장에게 부여하여야 한다. 끝으로 대테러관계자의 경호 및 스포츠안전 관리에 대한 교육을 강화하고, 교통통제나 차량2부제 등 국민에게 불편사항들을 사전홍보로 국민의 자율참여와 협조를 하여야 한다.
