Busan made 'BIFC' to grow as global financial hub. The government and communities have presented many policy by their respective interests. However there is not so much progress toward the financial hub. That's why we need an inclusive and detailed policies now. Finance for shipping has big growth potential. Therefore we present 'B․U․S․A․N' strategies to make this potential come true. First, we analyse location advantages of Busan using SWOT model. There are many strengths and opportunities-geograpical location, competitive port infrastructure, economic growth of northeast asia. There are also many weaknesses and threats -government regulation, lack of private investment and so on. Second, we find two success cases of neighboring countries. Singapore grew up as Asia's largest financial hub through system of investment and deregulation. Imabari, Japan developed shipping finance and shipbuilding cluster by cooperation with regional bank, city government and civic participation. Finally, we derive BUSAN strategies that are 1)activation of BIFC 2)cooperation with University 3)encouraging Syndicate 4)Attracting anchor company 5)No restriction. By these strategies, Busan is looking forward to become shipping finance hub in Northeast Asia.

부산이 금융허브로 도약하기 위해 만든 BIFC가 완공 된지 상당한 기간이 지났으나 금융허브 관련 진전이 느린 상태이다. 이러한 상황에서 저자는 본 연구에서 부산이 금융허브로서의 많은 역할 중 선박금융이 가장 큰 성장성과 필요성이 있다고 판단하여, 일명 B・U・S・A・N 전략을 제시하려 한다. 먼저 부산을 SWOT으로 분석했다. 지리적 위치, 경쟁력 있는 항만 인프라, 동북아시아 및 북방경제 성장 등 강점과 기회들로 부산의 선박금융허브 역할의 가능성을 확인했다. 하지만 정부의 규제와 민간투자부족 등 약점과 위협들도 존재하고 있었다. 다음으로 약점과 위협들을 해결할 방안으로 주변국의 성공사례들을 살펴보았다. 아시아 최대 금융허브국가로서 비약적인 성장을 한 싱가포르에서 투자제도, 규제완화 부분과 조선클러스터와 선박금융에 신성장을 이룬 일본의 중소도시 이마바리에서 지방은행과의 협력, 시당국과 시민의 참여 부분을 주목했다. 최종적으로 이러한 해외사례 분석과 SWOT 분석을 토대로 1) Bifc의 활성화(명확한 기능제시) 2) University 연계 3) Syndicate 장려 4) Anchor(거점) 기업 유치 5) NO restriction 전략 등을 의미하는 소위 B·U·S·A·N전략을 제시했다. 강점은 살리고 약점은 보완한 본 연구의 B·U·S·A·N전략이 잘 활용되어 하루 빨리 부산이 동북아 선박금융 중심지로 발전하기를 기대한다.
