Mountains are important natural resources with various values including recreational, historical, ecological, and scenic values. To analyze both the accounting cost and potential cost incurred by wildfire, this study deduced the economic cost of mountains. It is difficult to denote the value of natural resources such as mountains in monetary terms but due to the recent active research in measuring the economic value of non-commodities such as environmental goods, this study provided a methodology that enabled the measurement of economic values of mountains using CVM as the analysis methodology. This study measured the value of Seowoo-bong, Jeju, which is mainly visited by the local residents as a case study using CVM. The estimated economic cost incurred from a wildfire at Seowoo-bong was 1,256.21 million KRW per year. The limitation of this study is that it selected a location where wildfire did not occur and conducted analysis assuming that wildfire damage occurred in the location due to practical limitations. In other words, this study assumed that a wildfire occurred and deduced the WTP for wildfire prevention fund from respondents, not the recovery cost of the wildfire. Furthermore, even if this study accommodated the guideline of the NOAA report, in several points of the study such as when taking a survey, the bias of respondents were not fully eliminated. When using CVM to measure the economic value of a natural capital, eliminating the bias of respondents is crucial.

산은 다양한 공익적 기능을 제공하고 있으며, 이러한 산이 산불에 의해 훼손될 경우 산이 제공하는 편익은 감소하게 된다. 따라서 산불로 인해 발생하는 직·간접적 손실 비용을 구체적으로 추정하고, 이를 산불 예방 정책의 타당성 분석, 손해배상 금액 산정 등의 기초자료로 활용할 필요가 있다. 기존에 연구된 산불에 의한 손실 비용 분석은 입목(산림) 규모에 입각한 회계적 비용을 중심으로 추정되었다. 그러나 산불로 인한 손실은 입목 손실 외에도 산림이 제공하는 대기정화, 토사유출 방지, 휴양기능 등 공익적 기능에 대한 손실이 있으며, 만약 산이 원상회복되더라도 회복기간까지 손실액이 발생한다. 산과 같은 자연자산의 가치는 화폐가치로 나타내기가 쉽지 않으나, 본 연구에서는 환경재 등 비시장재화에 대한 경제적 가치 측정 방법인 조건부 가치 측정법(CVM)을 이용하여 제주 서우봉에 대한 산불의 경제적 비용을 분석하였다. 분석 결과, 제주 서우봉이 산불로 인해 훼손되었을 때의 경제적 비용은 연 1,256.21백만원인 것으로 나타났다. 추정된 산의 경제적 가치를 이해하는데 있어 유의해야 할 점은 다음과 같다. 첫째, 측정된 산의 가치는 매년 발생한다는 것이다. 따라서 산불로 인해 산이 훼손될 경우, 산이 복구되는 기간까지 매해 경제적가치가 손실된다고 볼 수 있다. 둘째, 산의 가치 측정에 이용되는 지불의사금액(WTP)은 응답자들의 산에 대한 관심, 인지도 등 산에 대한 태도, 소득수준 등의 경제적 상황, 그리고 개인의 특성이나 선호에 의해 달라지는 바, 측정된 가치 또한 이러한 영향에 의해 달라질 수 있다. 본 연구의 분석 결과, 산에 대한 인지도 및 소득 수준은 유의미한 변수로 나타난 바, 향후 이러한 변수의 영향에 의해 산의 경제적 가치는 달라질 수 있다. 본 연구의 한계는 설문조사에 있어 현실적인 한계로 인해 산불이 발생하지 않은 지역을 대상으로 산불 피해가 발생할 것을 가정하여 분석하였다는 점이다. 즉 산불이 일어날 것을 가정하고, 응답자를 대상으로 산 복구 비용이 아닌 산불예방 기금에 대한 WTP를 도출하였다는 점이다. 또한 본 연구는 산의 지역적 가치만을 측정하였다. 앞서 언급한 바와 같이 산의 가치는 산 이용 경험자 및 잠재 이용자 범위에 따라 세계적 가치, 국가적 가치, 지역적 가치로 분류된다. 마지막으로 본 연구는 NOAA 보고서의 권고사항을 적극적으로 수용하여 설문지를 작성하였으나, 조사원의 설문과정 등 여러 과정에서 편의를 완전히 없앴다고는 할 수 없다. 조건부 가치 측정법을 이용하여 자연자산의 경제적 가치를 측정하기 위해서는 무엇보다도 응답자의 전략적 편의를 줄여야 한다.
