The international society had undergone vital changes and made developments up to the 20th Century. In the 21st Century, States and other non-State entities such as intergovernmental organizations(IGOs), nongovernmental organizations (NGOs) and individuals are expected to move to active collaboration and cooperation on the global basis. Most members of international society including States have been generally in common agreement on the existence of international public order and principles of globalism rather than internationalism or nationalism. In this sense, international society has been transformed into an international community. In the legal perspective, international community means an international legal community. It is evident that international law and organizations has performed important role in the evolution of international community. The rapid globalization and the need for realization of common values has brought crucial changes in the international community, resulting in a new emphasis on the global governance and the international rule of law, transforming the structure and characteristic of the international legal system. As an IGO and also de facto representative of the international community, the United Nations(UN) faces not only unprecedented demands, but also great opportunities. The UN, however, has serious problems amd limitations in performing its tasks. Therefore, it is admitted that the UN should be reformed to be a more strong and effective Organization. UN reform must reflect the realities of change and the need for the common interests and values of the international community. It is suggested that the UN should be fully and entirely reformed in order to play a more active role in, not only maintaining international peace and security, but also widening the scope and role of the international law, and improving the effectiveness of international law in order to strengthen the international rule of law and global governance in the international community.

근대에 형성된 국제사회는 시대의 흐름에 따라 점차 조직화 및 집권화의 과정을 밟아 왔으며, 이에 따라 국가를 비롯한 구성원들 사이에 국제공공질서에 인식이 공유되기 시작하였다. 국제공공질서를 바탕으로 국제사회는 통합성이 강화되고 점차 공동체로서의 면모를 갖춰 나감으로써 이제는 국제공동체의 단계에 진입했다고 보아도 무리가 아니다. 국제공동체의 형성 과정에 있어서 중요한 역할을 담당한 것이 국제기구와 국제법이다. 국제기구로서 유엔은 국제사회가 점차 국제공동체로 변화하는 과정에서뿐만 아니라 국제법이 국제공동체의 법으로 그 성격이 변화되어 나가는 데 지대한 영향을 미쳐 왔다. 유엔은 그동안 국제평화와 안전에 관한 분야에 있어서 많은 역할을 수행해 왔을 뿐만 아니라 국제공동체 차원에서 새롭게 부각되어진 인간개발 및 인간안보의 요청을 받아들여 국제인권법을 체계화 하고 나아가서 국가 증심의 국제법 질서가 인간중심의 국제법질서로 변화하도록 하는 데도 크게 기여하고 있다. 그러나 유엔이 앞으로 자신에게 부과된 임무와 역할을 제대로 수행해 나가기 위해서는 스스로 권한을 강화하고 민주성과 효율성을 제고하기 위한 개혁 방안을 추진해야만 한다. 이를 통하여 유엔은 국제공동체의 다양한 구성원들의 행동을 통합하고 조정하는 글로벌 거버넌스의 중심적 기구로 자리잡을 수 있도록 해야만 한다. 글로벌 거버번스와 국제적 법치주의의 강화는 국제공동체의 발전을 위하여 필수적인 과제이기 때문이다. 개혁에 관한 다양한 접근방안 가운데 유엔이 어떠한 선택을 하고 어떠한 방향으로 개혁되어 나가는가 하는 것은 국제공동체의 향후 전개 방향과 밀접한 관련을 맺게 될 것이다. 유엔이 보수적으로 지금과 같은 제도적·행정적 구조와 조직 체제를 유지하면서 그 과제들을 수행해 나갈 수 있을지 아니면 국제공동체의 대표적 국제기구로서 그 기능을 수행할 수 있도록 보다 근본적 차원에서 개혁을 추진해 나갈지 아니면 새로운 형태의 국제기구에 의하여 대체되는 운명을 맞이할지 그 귀추가 주목된다.
