Since 1992 when China and South Korea officially set up ambassadorial level diplomatic relations, the two countries have witnessed great development in their bilateral relations. Leveraging its geographical and human advantages, Shandong has drawn up a development strategy of riding on South Korea to invigorate itself, which meets and provincial and national conditions, and continuously optimized the associations with the country, thereby forming a good situation in mutual economic and trade development. This article looks at the acts of the governments of the province and its cities in the exchanges and interactions between sister cities, the cooperation between local people’s congresses and city councils, the signing and implementation of China-Korea Free Trade Agreement (FTA), the formulation of preferential economic and trade policies, the supply of government services to study the role of local governments in the development of China-Korea local economic and trade relations as well as the significance thereof for globalization and regional economic, trade and cultural exchanges and cooperation.

1992년 중·한 양국이 대사급 외교관계를 수교한 이래, 두 나라간의 관계는 많은 발전을 가져왔다. 산동은 자신이 지닌 지리적, 인문적 우세로 산동의 실정과 국정에 부합되는 것을 한국을 통해 산동을 발전시키려는 전략을 제정하였으며 한국과의 거래방식을 능률적으로 조절하면서 한국과의 경제무역의 좋은 국면을 이루었다. 이 글은 산동성 정부와 지방도시 정부의 한국 자매 도시정부와의 교류, 지방인민대표대회와 지방의회간의 교류 협력, 중·한 자유무역협정(FTA)의 체결과 실시, 경제 무역 상호우대정책의 제정, 정부 서비스 제공 등면 의 실천행위에 대한 관찰을 통해 자방정부가 중·한 지방무역 관계발전에 미치는 역할 및 글로벌 지역경제무역 문화교류 협력의 의의에 대해 연구해 보려 한다.

自1992年中韩两国正式建立大使级外交关系以来, 两国关系取得长足发展。山东以其地理, 人文优势, 积极制定符合省情, 国情的借韩兴鲁发展战略, 不断优化与韩国的交往格局, 形成了 山东省与韩国经贸发展的良好局面。本文通过观察山东省, 市政府在友城地方政府的交流互 动, 地方人大与议会的交流合作, 中韩自贸协定（FTA）的签署与落实, 经贸优惠政策的制定, 政府服务的供给等行为, 探究地方政府在中韩地方经贸关系发展中的作用及其对全球化和地 区经贸-文化交流与合作的意义。
