This paper is based on the analysis of East Asian countries' awareness of the ocean and their changes in foreign policy. This paper assumes that maritime disputes and local wars may arise throughout the East Asian region, due to the changes in awareness of the ocean and the marine strategy of China, whose national competence has increased based on economic development through reforms and open market policy. This paper begins with the hypothesis that there will be a transition of power, according to China, in the regions mentioned below in the long term, as a result of the fluctuations in the international environment due to the forming of alliances among the United States, Japan, Korea, and parts of Southeast Asia, the cooperation between China and Russia, and the issues surrounding both borders of North Korea. There has been ongoing competition and disputes among the United States, a superpower who has exerted their influence through maritime power in East Asian countries after World War Ⅱ, Japan, who is trying to develop their maritime power after their defeat in the war, China, who is trying to regain their position as a powerful country in East Asia, and other regional powers. The objective of this paper is to investigate which international orders are being formed in East Asia, which conflicts or wars may arise in the future over the ocean, and which methods are most effective to prevent or solve these conflicts or wars.

본 논문은 동아시아 국가들의 해양에 대한 인식과 대외정책 변화를 기초로 분석한 내용이다. 특 히, 중국이 개혁･개방정책을 통해 이룬 경제발전을 바탕으로 국가경쟁력이 성장한 상태에서 해양 에 대한 인식과 해양전략 변화로 동아시아지역에서 해양분쟁과 국지 전쟁이 발생할 수 있다는 가 정에서 작성되었다. 현재 동아시아는 미국과 일본 그리고 한국 및 일부 동남아 국가들의 동맹체제 와 중국과 러시아의 협력체제에 북한과 양안(兩岸)문제라는 변수로 국제환경이 요동치고 있는 상 황인데, 본 논문은 해당 지역에서 중장기적으로 중국에 의한 세력전이가 일어날 수도 있다는 가정 에서 출발한 것이다. 제2차 세계대전 후 동아시아에는 해양세력으로 영향력을 발휘하고 있는 초강대국 미국, 패전 후 다시 해양세력으로 성장하려는 일본과 새로 과거 동아시아 강대국의 지위를 회복하려는 중국과 역 내국가들 사이에 경쟁과 분쟁이 일어나고 있다. 본 논문은 동아시아에 어떠한 국제질서가 형성되 어가고 있는지, 혹은 앞으로 해양을 두고 어떤 분쟁이나 전쟁이 일어 날 수 있는지 알아보는 것과 이러한 분쟁이나 전쟁을 어떠한 방법으로 방지 및 해결할 수 있는지 탐구해 보는데 그 목적이 있다.
