The purpose of this article is to analyze the policy implications for providing the organizational development of National Assembly Research Service (NARS) through the establishment of the system of professional knowledge and information. Also, this research suggests the strategies of organizational development in the measure of relative importance in the four field of the system of position, function, organization, and task performance by using the method of AHP (Analytic Hierarchy Process). Also, the role of Congressional Research Service (CRS) and Government Accountability Office (GAO) in the United State is important for the function of effective administrative control. As a qualitative method, it is to provide the policy implications through the comparative study between National Assembly Research Service in Korea and the supported organizations of the legislature including the CRS and the GAO in the United State. Using the analysis method of AHP, the four measuring indictors and twenty measuring items are comparatively analyzed in terms of the relative importance and the order of priority. The relative importance of position analysis is 0.451, function analysis 0.204, task performance analysis 0.189, organization analysis 0.156 respectively. The result of the analysis indicates that the systemic reform of position and function are relatively significant for making the professionalism of effective administrative control.

본 논문의 목적은 국가의 주요한 정책과 입법정보 수요증가에 대응하기 위해 입법부의 전문적인 지식·정보체계의 구축을 통한 국회입법조사처가 지속발전 가능한 입법지원 조직으로 자리매김할 수 있는 시사점을 도출하는 것이다. 본 연구는 양적방법론으로 AHP 분석을 포함하는 설문조사를 통해 직제체계, 기능체계, 조직체계, 직무수행체계의 분석을 통해 조직 발전 전략을 위한 개선안을 제안하였다. 또한 질적 방법론으로, 미국의 의회조사처(Congressional Research Service: CRS)와 회계감사원(Government Accountability Office: GAO)은 미국 의회가 입법부의 효율적인 행정통제의 기능과 역할을 수행하는데 있어서 핵심적인 역할을 수행하고 있는데, 국회입법조사처와 미국 입법지원조직들의 조직비교분석을 통한 정책적 시사점을 도출하였다. 국회입법조사처의 조직발전 향상의 네 가지 측정영역인 직제분석, 기능분석, 조직분석, 직무수행분석에 대한 상대적 중요도와 우선순위 측정결과로 직제분석(.451)→기능분석(.204)→직무수행분석(.189)→조직분석(.156) 순으로 분석되었다. 입법부의 효율적인 행정통제의 전문성 확보를 위해 국회입법조사처의 직제개편과 기능개편이 요구되는 분석결과를 도출하였다.
