This article is to examine the processes of state rescaling in Japan by focusingon the changes of special zone strategies since 2000s. The balanced developmentstrategy had been dominant policy over postwar Japan. However, the governmenthas used the special zone strategies by developing various kinds of ‘spaces of exception’after long recession, thereby promoting the spatial fix for resolving thederegulation, structure reform issues, and stimulative economic policy. The Koizumigovernment launched the “Special Zones for the Structural Reform” and enactedthe ‘Special Districts for Urban Regeneration’ early in the 2000s. The DemocraticParty Government (Minshutō) reinforced the ‘Comprehensive Special Zones’ for internationalizationand local revitalization. And the government declared the “NewPublic Commons” and promoted the ‘Special Zone for Reconstruction’ in the disasterareas. Whereas Abenomics emphasized the ‘National Strategic Special Zones’for the metropolitan areas, it complemented the local revitalization zones understrong criticism. It is necessary that government should draw up the ‘AlternativePolicy for Regional Disparity’, rising concern over the linkage between special zonesstrategies and US-Japan trade negotiations.

이 논문은 2000년대 이후 약 15년간 전개된 일본 특구 전략의 변화를 국가의스케일 재편이라는 관점에서 분석했다. 전후 일본은 공간적 케인스주의에 기반을둔 균형발전 전략이 지배적이었다. 그러나 장기불황 이후 일본 정부는 예외적 공간을 만드는 특구 전략을 활용해서, 구조개혁과 규제완화, 그리고 경기부양을 추진하고 있다. 2000년대 초반 고이즈미 정권은 구조개혁특구와 도시재생특별지구를 도입했다. 2000년대 후반 민주당 정권은 국제화와 지역활성화를 위한 총합특구 제도를 강화했고, ‘새로운 공공’정책과 동일본대지진의 피해로부터 벗어나 부흥하기 위해 부흥특구도 추진했다. 한편, 아베노믹스는 대도시 중심의 국가전략특구를 중심에 놓았으나, 강한 비판에 부딪쳐 지방창생특구를 추가하게 되었다. 일본의 특구 전략과 TPP의 통상교섭 사이의 연관성에 대한 우려가 제기되는 가운데 지역적 불균형 해소를 위한 대안적 정책 마련이 요구된다.
