The Purpose of this paper is to compare Korean Regional - Matching Employment Creation Project with Japanese Hometown Employment Regeneration Project and suggest the implications for Korean regional employment policies in the future. The two projects are compared in the relation with four areas: 1) the pursuit of the project for balancing regional employment development or maximizing employment creation; 2) the focus of the project on regional specified industries or regional welfares; 3) the implementation of the project; 4) the impact of the project on regional employment creation. This paper also draws some implications for Korean regional employment policies. First, they need to pay more attention to balancing regional employment development. Second, they need to institutionalize the participation of regional social actors such as unions and employers associations. Third, they need to be combined with stable job-supporting policies - especially in solve mis-matching problems in the regional labor market.

본 논문은 사업 시행 5년이 경과한 한국의 지역맞춤형일자리창출지원사업과 일본의 향토고용재 생특별기금사업을 비교하여 향후 한국의 지역고용 관련 정책과 사업에 시사점을 제시하고자 하였 다. 양국의 두 사업에 대하여 1)지역의 균형 발전 또는 고용창출ㆍ유지능력 극대화 추구 여부, 2)지 역 특성화 산업 연계 또는 지역복지사업 연계 여부, 3)사업 집행, 4) 지역고용창출 등 4개 영역에서 어떠한 양상과 장․단점을 보이고 있는지 비교하였다. 연구 결과 장래 한국의 지역고용정책과 사업 에서 고려하여야 할 몇 가지 시사점이 도출되었다. 첫째, 한국의 지역사업은 지역의 균형발전 측면 에 보다 관심을 두어야 한다. 두 번째, 지역의 고용 관련 주체들의 참여를 실질적으로 보장할 제도적 장치가 필요하다. 세 번째, 실질적으로 지역고용 미스매치 해소와 함께 안정적인 일자리취업에 대한 지원이 필요하다.
