This paper examined the suitability of the delivery system of central government's job programs conducted in 2010 by way of local governments and, sought for the ways to raise the efficiency of the programs. To this end, a survey was conducted on the local government officials responsible for the execution of central government's various job programs. Examining the local governments' participation situation, I analyzed the evaluation on the delivery system of the central government's job programs, by three steps such as program formation, execution process, and performance and program management. Through regression analysis, I found that the existence of an organization dedicated to the job programs gave positive influence on the delivery system. To raise the effectiveness of job program delivery system, the operaion of an dedicated organization responsible for job programs, program design based on regional workforce demand, empowerment to local governments, strengthening the priority of job policy, increase of manpower and enhancement of its quality, and cooperative employment governance among various stake-holders including central and local governments are urgently needed.

본 연구는 지자체를 통해 시행된 일자리대책사업 전달체계의 적합성을 살펴보고 효과성 제고를 위한 방안을 모색한 것이다. 이를 위해 중앙 부처 일자리 사업 전달의 매개자 혹은 최종 집행자 역할 을 수행한 지자체 일자리사업 담당자들을 대상으로 설문조사를 실시하였으며, 일자리대책사업에 대 한 자자체별 참여현황을 살펴본 다음, 전달체계에 대한 평가를 사업형성, 집행, 성과 및 사후관리 단계별로 분석하였다. 사업간 유사중복성, 지역 차원의 재량권 부족, 사업의 지속가능성 등에서 문 제가 있으며 이는 하향식 전달체계에 기인한다. 일자리대책 효과를 높이기 위해 지역 차원 일자리사 업 총괄조직의 운영, 지역 수요에 기반한 사업설계, 지역 재량권 확대, 일자리 정책 우선 순위 제고, 담당인력의 확충 및 전문성 제고, 중앙과 지역 관련 주체간의 파트너십에 기반한 협력적 고용거버넌 스가 필요하다
