The current global financial crisis gives rise to a big problem to the korean economy in terms of its capability to create new jobs. The Korean government uses social jobs and social enterprises as an important policy tool to cope with shortage of jobs as well as bipolarization of Korea society. However, there occurs a big conflict between what social jobs and social enterprises, which can be categorized as key elements of the social economy, aim at primarily and what the government wants to accomplish through social jobs and social enterprises. In particular, this study categorizes the types of social jobs and social enterprises and relates them with the issue of community rehabilitation, using the area of Daegu-Kyungpook as a case. According to this study, the types of social jobs and social enterprises are not diversified and their contribution to community rehabilitation is very weak.

글로벌 금융위기의 결과 한국 경제의 일자리 창출 능력에 대한 위기감이 고조되고 있다. 양극화 문제와 일자리 부족을 동시에 해결하기 위해 정부는 사회적 일자리와 사회적 기업을 중요한 정책적 수단으로 활용하고 있다. 그러나 중앙정부 특히 노동부에 의해 주도되는 사회적 일자리와 사회적 기업에 대한 정책은 사회적 일자리와 사회적 기업의 일자리를 통해 구축하고자 하는 사회적 경제의 전망과는 거리를 보이고 있다. 특히 본 연구에서 관심을 가지는 것은 사회적 일자리와 사회적 기업 을 통한 지역공동체 재생 문제이다. 본 연구는 이를 위해 대구경북 지역 중심으로 사회적 일자리와 사회적 기업의 유형별 특징을 분석하고 이를 통해 지역 공동체 재생이라는 관점에서 사회적 일자리 와 사회적 기업이 제대로 활용되는지를 분석하였다. 대구경북 지역에서 사회적 일자리와 사회적 기 업의 유형은 다양하지 못하게 나타나고 있으며 지역 공동체 재생이라는 점에서 기여는 매우 약한 것으로 나타났다.
