이 연구에서는 다문화사회 대비 사회통합형 범죄안전지표를 개발하는 것이 연구의 주된 목적이다. 연구의 목적을 달성하기 위하여 이 연구에서는 경찰학, 사회복지학, 사회학, 범죄학, 행정학과 관련된 학계 및 연구원, 정보 또는 외사업무 담당 경찰관, 다문화가정 관련 기관(지방자치단체, 사회복지기관, 다문화가족지원센터, 아동청소년지원센터)의 담당자를 대상으로 2015년 10월 23일부터 2016년 3월 4일까지 총 3회에 걸쳐 델파이 조사를 실시하였다. 이 연구에서 제시한 지표명은 다문화청소년 사회통합형 범죄안전지표이며, 주된 구성 지표는 다문화가정 청소년 비행예방지표, 다문화가정 청소년 비행대응지표, 다문화가정 청소년 범죄피해 현황 지표, 다문화가정 청소년 범죄현황 지표, 다문화사회 위험 및 갈등 지표의 총 5 가지 기준지표로 구성되어 있다. 이 연구의 결과를 구체적으로 살펴보면 다음과 같다. 첫째, 1차 델파이 조사결과 5개의 대분류 지표명에 필요한 중분류 지표는 총 23개로 도출되었다. 이중 각 분류된 지표별로 의미가 유사하거나 동일하다고 판단되는 지표들을 통합하거나 제거하여 최종적으로 총21개의 중분류, 총 59개의 지표안이 도출되었다. 둘째, 2차 델파이 조사결과 1차 델파이 조사 분석에 사용된 총 59개의 지표안 중 15개를 제외한 총44개의 지표안이 도출되었다. 셋째, 3차 델파이 조사결과, 2차 조사를 통하여 도출된 총44개의 지표안 중에서 평균값이 3.90미만이며, 표준편차가 .800이상인 지표항목을 제거하여 총42개 지표항목으로 도출되었다. 이 지표는 다문화가정과 다문화가정 청소년들을 위한 정책의 수립과 진단, 다문화가정 구성원으로서 다문화가정 청소년들의 삶의 질을 개선하기 위한 근거로 활용될 수 있으며 예측 가능한 행정 시스템을 구축하는데 기여할 수 있을 것으로 기대된다.
