The economic interdependency among Korea, China and Japan has been higher than before in the 2010s. Because there is a structure that three countries need to coexist despite complex political conflicts. The treatise of Oriental peace that Ahn Jung-gun has authored for the Oriental peace 100 years ago is in the spotlight, and a variety of opinions of North East Asia have been presented. This study examines the treatise of Oriental peace by Ahn Jung-gun which is the origin of the idea for North East Asia Community in order to the means to form and develop. The big pictures to develop human resources by reinterpreting the plan of Ahn Jung-Gun are as follows: establishment of North East Cooperation Bank, formation of human community in North East Asia by enlarging Asia/Erasmus program, establishment of Peace University in North East Asia, designation of North East culture collaboration city and development of culture collaboration, and holding a North East history education session by citizen alliances among Korea, China and Japan.

2010년에 접어들어 한중일 3국의 경제적인 상호의존도는 그 어떤 때보다 높아지고 있어서 한중일의 복잡한 정치적인 갈등에도 불구하고 서로 공존 공생하여야 하는 구조가 성립되고 있다. 이러한 복잡다기한국제정세 속에서 동양평화를 위해 100여 년 전 이또 히로부미를 저격한 안중근 의사가 여순 감옥에서 저술한 동양 평화론이 오늘날 동북아시아에서 새로이 각광을 받고 있으며 이에 따라 동북아시아 공동체에 대한다양한 의견이 제시되고 있다. 그런 점에서 동아시아 공동체 구상의 원류라고 할 수 있는 안중근의 동양평화론을 살펴보면서 동아시아공동체를 형성하고 발전시키기 위한 방안을 강구하고 이에 대비한 인재를 양성하는 방안에 대해서 살펴보고자 하는 것이 이 논문의 목적이다. 동양평화를 구상한 안중근 플랜을 오늘날의 시각에서 재해석하여 인재양성에 대한 큰 그림을 제시하면 다음과 같다. 동북아협력은행 설립, 아시아/에라스무스 프로그램 지원을 확대하여 동북아의 인재공동체를 형성, 동북아 평화대학 설립, 동북아 문화협력 도시 지정 및 문화협력프로그램을 개발하고 진행, 그리고 한중일 시민연대에 의한 동북아시아 역사교육의 장 개최이다.
