Telemedicine is highly convenient and cost-efficient for inmates in correctional facilities, since their medical services are not accessible enough to cover all the possible sicknesses and illnesses and inmates often cannot afford to pay for medical counselling and treatments in external facilities. With all these benefits, however, telemedicine services are presently not sufficient to accommodate the majority of the inmates. Without sufficient medical professionals in corrective facilities, inmates have no alternatives but to turn to outside medical services for checkups and treatments. Under the current circumstances for correctional facility inmates, however, it is not so easy for patients to go outside to get counselling, making it necessary for them to rely on services outside of the facilities. That is the reason why efforts have been made to facilitate access to quality medical services so as to provide inmates with improved quality of life, which is one of the most essentials for reformation and edification. Hence, this study focused on the feasibility of employing the smartphone for telemedicine and counselling.

화상진료란 교정시설 내부에서 할 수 없는 진료이거나 수용자가 자비부담으로 외부 의료시설에서 진료를 받고자 하는 경우 직접 외부 의료시설로 가서 진료를 받는 경우도 있지만 그러한 상황이 되지 못할 경우에는 화상을 통해 진료가 이루어지는 것을 말한다. 하지만 2015년 기준 화상진료를 할 수 있는 시설의 부족으로 전체 52개 교정시설 중 27개 시설만 이루어지고 있어 다수의 수형자가 아직도 혜택을 받지 못하고 있는 실정이다. 화상상담은 교정시설에서 수형생활을 하는 동안 많은 고충과 애로사항에 대해서전문 상담을 통한 해결의 열쇠를 찾고자 할 때, 다양한 상담 전문가가 교정시설 내 상주할 수 없어 상담을 받고 싶어도 받을 수 없는 환경에 처해 있다. 수용자가 고충에 따른 상담을 받지 못한다면 가슴속 응어리를 해소하지 못한 상태에서 수용생활을 할 수밖에 없고, 교화를 더욱 더디게 할 수 있다. 이러한 문제점을 해결하여 양질의 의료 서비스를 받을 수 있게 함과 동시에 전문 상담사와 상담이 이루어 질 수 있도록 하는 것이다. 이를 위한 방안으로 스마트 폰을 이용한 화상진료 및 상담을 실시하여 시간적·장소적 한계를 극복하여 많은 수용자가 혜택을 볼 수 있도록 하여 보다 안정적인 수용생활과 교화가 촉진될 수 있도록 하는 것이다. 실시에 따른 다양한 문제점이 나타날 것으로 예상되지만 큰 틀을 갖추고 하나씩 보완해 간다면 첨단과학을 접목한 새로운 선진교정이 탄생하게 될 것이다.
