Student Human Rights Ordinance is containing the needs and views of many students and teachers, students and human rights activists who aspire to human rights in the education field. And students applying international standards of universal human rights that are given to the school a consolidated representation of the human rights policy. Establishment of student human rights ordinance is still a hot potato in many municipalities. This research activity led to the legalization process of policy entrepreneurs of the nationwide education system by applying a Multiple Stream Framework were analyzed in each step of the Kingdon. Second, Entrepreneurs mobilize approach, resources strategy to bring together key policy makers and the public policy of the customer. Third, political stream is formed according to interests. Each of the actors determine the conscious policy to vote the ticket. Fourth, the debate on policy outcomes are terminated by ordinance and the Supreme Court ruling.

학생인권조례는 교육현장에서 학생인권보장을 열망하는 많은 학생들과 교사들 그리고 인권활동가들의 요구와 견해를 담은 것이다. 그리고 국제적으로 제시되어 있는 보편적인 인권의 기준들을 학교에 적용해놓은 학생인권정책의 공고화된 표현이다. 학생인권조례의 제정은 여전히 여러 지방자치단체에서 뜨거운 감자이지만 전국 교육현장에 제도의 합법화를 이끌어 낸 정책 혁신가의 활동과정을 본 연구는 Kingdon의 다중흐름모형(MSF)을 적용하여 각 단계별로 분석하였다. 본 연구의 분석결과 첫째, 정책 혁신가의 역할은 정책 형성과정에서 절대적인 영향을 미치는데, 혁신가는 접근․자원․전략을 동원하여 주요 정책 결정자와 정책고객의 여론을 결집시켜나갔음을 확인하였다. 둘째, 다중의 흐름 각각은 자연발생적으로 나타나는 것이 아니라 주요 정책 행위자에 의해 발생되었다는 점, 셋째 정치의 흐름은 이해관계에 따라 형성되는데 각각의 행위자들은 각각의 찬반옹호 정책 네트워크와 결속해 표를 의식한 찬반투표로 정책결정에 대한 자신들의 의견을 표명했다는 점이다. 마지막으로 정책형성과정에서 탄생한 정책 산출물에 대한 논란은 조례의 제정과 대법원 판결로 종결된다는 점이다.
