This paper aims to discuss the identity of Saemaulolgy as a discipline, based on Thomas Kuhn’s academic identity conditions including condition of paradigm, and to put forward academic development directions for the Saemaulogy, It is generally accepted that Saemaulogy has shared research methodologies and subjects with disciplines of natural sciences and mechanical sciences as well as of social sciences and it has also increasingly reinforced collaborations with other subjects in many aspects. It is characterized that the Saemauloogy as one of the applied science disciplines has many things in common with Sociology, Economics, Regional Development, Dendlology, and Health Sciences in terms of research methodologies to be employed. In terms of academic identity of Saemauloogy, it is believed that it has met conditions to be recognized as an academic discipline, and it is expected that it could become a robust discipline with differentiated academic purpose and research methodology.

본 연구의 목적은 새마을학의 학문적 정체성을 분석하고 학문적 주제로서의 새마을개발의 성격을 제시하고자 하는데 있다. 새마을학은 사회과학뿐 아니라 공학, 자연과학과 연구방법 및 연구주제들도 공유하고 다른 학문분야와 협력적 연구가 활발하게 이루어지고 있다. 응용사회과학으로서 새마을학은 사회학, 경제학, 지역(사회)개발학, 산림학, 보건학, 정책학, 사회복지학, 식품학, 교육학, 문화인류학, 행정학등과 교차하는 복합학문성을 지니고 있다. 새마을학의 학문적 주제로서의 새마을개발은 새마을, 새마을정신, 새마을운동 등을 포함하여 새마을학의 특성을 규정하는 학문적 주제개념으로 제시되었다. 새마을학의 학문적 주제로서 새마을개발의 성격은, 첫째 의식개혁에 기초한 국가발전모델, 둘째 지역사회 중심의 빈곤극복정책, 셋째 아래부터의 의사결정 접근방법, 넷째 실천원리로서의 새마을정신의 접목, 다섯째 새마을 지도자의 리더십으로 요약된다. 새마을개발이 지향하는 궁극적인 목적은 주민들의 지속적인 삶의 질 향상이라고 할 수 있다.
