Institutionalized cooperation among local actors has played a pivotal role in the successful achievement of local development in Jinan-gun and Wanju-gun in Jollabuk-do. Local actors of two regions have cooperated to make a collective breakthrough among various domains of local politics, public administration, social movements, and the grassroots. In the pathway of local development in these regions, the institutionalization of local politics to negotiate and compromise the disparate interests and motives has been regarded as an important issue to the evolution of the cooperative local development strategy. The goal of this study is, first of all, to analyse the co-evolution of the intertwined and complex relationship between the governing coalition and the local development project of Jinan-gun and Wanju-gun. Secondly, this study examines the reason why their regimes have distinguishable differences in the structural layer, even though the two local development projects share similarities in several ways. Thirdly, this study presents implications for policies and theories concerning the local development strategy based on ‘social economy’.

전라북도 진안군과 완주군의 사례는 지역사회 행위자 간 협력과 실천의 제도화가 지역발전 프로젝트의 실현가능성과 지속성을 확보하는데 중요한 역할을 수행했다는 점을 제시한다. 첫째, 두 지역의 지역발전은 공히 단지 지역행정기관 뿐 아니라, 사회운동과 경제조직, 풀뿌리 지역주민 등 국가와 경제, 사회 부문의 다중 행위자 간 자기조직화를 통해 공동으로 협력하고 대처하는 지역발전 동맹을 결성하고 점진적으로 발전시켰다. 둘째, 지역발전 동맹이 지역사회의 위기인식과 문제해결방안에 대한 공감과 합의를 협력적 의사소통을 통해 이끌어내면서, 마을만들기와 로컬푸드, 지역순환경제 등 지역의 사회경제적 조건을 반영하는 프로그램을 발굴하고 전략적으로 발전시키면서 지역발전 프로젝트를 고도화시켰다는 공통점이 있다. 이러한 두 지역의 지역발전은 칼 폴라니의 ‘이중운동’ 개념에 입각하여, 지역사회의 능동적 자기보호운동으로서 ‘사회적 경제’에 입각한 지역발전전략의 이론적이고 정책적인 유용성을 제시하고 있다.
