This study especially analyses literal discourse references in framing form and grasps dynamic process of reunion taking of how policy stakeholders try to induce issue on same problems of policy. The results of analysis from 'Organization Setup Research for Korea Sports Development(2006)' to 11th Nov 2016 when the reunion preparatory committee working normally are below. First, KSC constructs statement on Korea sports' future oriented and KCSA ,on the other hand, sets up framing on implications for the value of the rights and well-being. Second, arbitrator MOCSAT(Ministry of Culture, Sports and Tourism) and KSC set up different framing on same fact, but KCSA constructed their frame as strategy silence when it was a sharp confrontation about separation KOC(Korea Olympic Committee) from KSC. Third, KSC used framing strategy to use the outside resources, but MOCSAT tried to put anti-government frame down through various explaining materials. As a result, policy implications in making process of sports policy are that mutual trust is important than ever and that the core of policy change is evidence-based justification.

본 연구는 대한체육회와 국민생활체육회 통합 (2016년3월)과 관련하여 통합준비위원회가 정상적으로 운영(2016년 11월: 8차 회의)될 때까지 나타난 프레밍을 담론 분석적 시각에서 재해석해 보고자 한 것이다. 특히 이 연구에서는 프레 이밍(framing) 형태로 문자화된 담론 자료를 분석 했으며, 통합의 동태적 과정을 파악해보고자 하였다. 이와 관련 ‘한국 체육발전을 위한 조직모형 설정연구(2003년)’부터 통합준비위원회가 정상적으로 운영된 2016년 11월 16일까지의 분석결과는 다음과 같다. 첫째, 대한체육회는 대한민국 스포츠의 미래지향을 가치에 두고 의미를 부여하는 한편 국민생 활체육회는 기본권과 복지의 가치를 함의하는 프레임을 설정하였다. 둘째, 대한체육회에서 KOC를 분리하는 문제가 통 합과정에 첨예한 대립을 불러일으켰는데 중재자인 문화체육관광부와 대한체육회가 사실관계를 두고 서로 다른 프레임 을 설정하는 동안 국민생활체육회는 침묵을 통한 전략으로 프레임을 설정하였다. 셋째, 대한체육회는 문제시되는 프레 임의 존재를 극복하기 위해 외부적 자원을 동원하는 프레이밍 전략을 구사하였고, 문화체육관광부는 본연의 지위를 프 레임하기 위해 다양한 해명자료 등을 내세워 반정부 프레임을 무마하려고 하였다. 이를 통해 도출된 체육 정책 결정과정 에서의 정책적 함의는 상호신뢰가 무엇보다 중요하며 근거기반의 명분은 정책 변동의 핵심이라는 것이다.
