For the past 35 years, the Housing Site Development and Promotion Act (hereinafter called the Act) has played a key role in ensuring stable land supply and urban development. However, the rationale for the existence of the Act has been questioned upon proclamation of its abolition in 2014. Due to changes in the social, political and institutional conditions of housing site development, it was deemed necessary to objectively assess the Act. It is definitely impossible to quantitatively assess the Act itself; therefore, this study objectively evaluated the foundation and evolution of the Act from a qualitative perspective, examined its contributions and benefits to the aforementioned process, and searched for future direction. The study is composed of four chapters: Chapter 1 - the present status of the controversy regarding the abolition of the Act; Chapter 2 - the foundation and evolution of the Act (expansion-change-decline); Chapter 3 - perspective on the contributions and effects of the Act assessed through the land supply policy; and Chapter 4 - future direction of the Act. In the last review, the accomplishment of the Act was highlighted based on the details described in previous chapters. Since it has been established as a means for urban development beyond mere housing development, the necessity of public development has been recently underscored in response to environmental changes that include changes in development paradigm, climate change, aging society, and slow economic growth. Accordingly, there was a great need to consider not only the supply and demand for future housing sites, but also the future of urban development; thus, the abolition and future direction of the Act was thoroughly evaluated.

택지개발촉진법은 지난 35년간 안정적인 택지공급과 도시환경 조성에 일 익을 담당해 왔다. 그러나 지난 2014년, ‘택지개발촉진법의 폐지법안’이 공표 되면서 택지개발촉진법의 존폐에 대한 당위성 논란이 급부상하였다. 이에 본 고에서는 택지개발에 대한 사회적, 정책ㆍ제도적 여건변화가 불고 있는 시점에서 택지개발촉진법에 대해 보다 객관적인 진단이 필요할 것으로 판단하였다. 물론 택지개발촉진법 자체에 대한 정량적 평가는 불가하여 정성 적 관점에서 택지개발촉진법의 생성과 진화, 그 과정에서의 공과를 객관적으 로 고찰하고 앞으로의 나아갈 방향을 모색하였다. 원고의 구성은 1장 택지개발촉진법의 폐지논쟁이 둘러싸인 현 주소를 화 두로, 2장 택지개발촉진법의 생성과 진화과정(확대-변화-위축)에 대한 공감, 3 장 택지공급정책을 통해 본 택지개발촉진법의 공과(기여효과)에 대한 회고, 그리고 4장 택지개발촉진법의 미래와 과제에 대한 소고를 기술하는 방식으로 전개하였다. 마지막 소고에서는 전 장의 내용들을 토대로 택지개발촉진법이 현재는 단순한 택지개발을 넘어 도시조성의 대표적 수단으로 자리매김해 왔 음을 강조하고, 최근의 개발패러다임의 변화 및 기후변화, 고령화, 저성장 등 과 같은 미래사회 환경변화에 대응하여 공익적 개발수단의 필요성이 부각되 고 있는 점을 고려하여 택지개발촉진법의 폐지여부의 결정이나 발전방향의 설정에 있어서는 장래 소요택지의 공급뿐 아니라 미래 도시환경에 미칠 영향 까지도 고려해야 함을 제기하였다.
