The innovation of the “ticket” trading system by Chongqing government, can make the rural redundant construction land, which turns to index through reclamation, into the land trading center. It provides a system platform for the land transfer, land intensive, and efficient use of land, which is also a new exploration for the transfer of the using rights of rural land. Between the 8 years specific implementation process, a congenital deficiency of the land ticket system was indicated by the deviation of the voluntary principle, the defect of income distribution system, the plight of the ticket supply, the risk of the tickets holder, ticket index quantity control and so on. From the system level, the author uses the Economics perspective to conduct a comprehensive analysis to ticket revenue, eventually coming to the conclusion that the essence of “ticket” is two cooperated governments sell land in order to access fiscal revenue, the goal of protection of arable land will be lost.

충칭정부가 창의적으로 제시한 지표(地票)거래제도는 여분의 농촌 건설용지를 재개간하여 “지표”를 형성하여 토지거래센터에서 거래할 수 있도록 하는 것으로, 그 목적은 토지의 유전, 토지의 집약, 고효율적 토지사용을 위해 제도적인 플랫폼을 마련하는 것이었다. 이는 농촌 토지사용권 거래에 대한 한차례 새로운 모색이다. 8년간 구체적인 시행 과정에서 본 지표제도는 자원원칙 이탈, 수익배분 제도의 결함, 지표 공급의 어려움, 지표 소유자 권리의 위험, 지표(地票)의 지표(指标) 수량에 대한 억제 등 선천적인 결함들이 노출되었다. 필자는 제도적 측면 및 경제학적 시각으로부터 지표 수익에 대해 전체적인 분석을 한 결과, 지표는 실질상 “두 지방정부가 합작하여 토지를 팔아 재정수입을 취득하는 일종의 수단”이라는 결론을 얻게 되었고 ‘경작지 보호’라는 목적은 본래의 취지와는 달리 실효성이 없을 것으로 보인다.
