Crimes against a Korean in overseas has drawn a great concern in the contemporary Korean society. During the last 10 to 15 years, criminal victimizations among the Korean people has been sharply increased and also the great attentions have been paid to this phenomenon in the Korean society. In this context, it is an appropriate moment for a research to follow. This study is a response to such a social need. In the year 2004 alone, the 5,952 Korean individuals were victimized by various crimes in foreign countries. This figure has been persistently and sharply increased since 2009. Nevertheless, a meaningful systematic research has rarely been conducted so far. Based on such recognition, this study investigated the prevalence of criminal victimizations targeting against Koreans in overseas as a pre-step towards following an analytic causality research on the same subject. The findings of the current study includes the followings: (1) criminal victimizations against Koreans in overseas are increasing, (2) most crimes against Koreans were committed by the local perpetrators, (3) most crimes were concentrated on theft and robbery, and finally (4) most victimizations were concentrated on certain high crime-risk regions such as Europe, Southeast Asia, and Latin America. The following studies are recommended to include regional specific focus on high crime-risk regions, identifications of causal factors, and development of countermeasures of crime-reduction.

이 연구에서 다루고 있는 해외에서의 한국인 범죄피해는 최근 들어 우리사회에서 관심의 대상이 되고 있다. 최근 10년에서 15년 사이의 해외에서의 한국인 범죄피해의 사례가 급증하고 있으며 이에 대한 문제인식 역시 확산되고 있다. 이와 같은 주제에 대한 전반적이고 체계적인 연구가 뒤따라야 하는 적절한 시점인 것처럼 보인다. 이 연구는 그러한 사회적 소요제기에 대한 반응이다. 한국인은 2014년 한해에만 해외에서 각종 사건, 사고로 5,952명이 피해를 입은 것으로 나타났으며 이러한 수치는 2009년 이후 지속적인 가파른 증가세를 보이고 있는 것으로 나타났다. 해외에서의 한국인에 대한 범죄피해의 가능성은 이처럼 증가했음에도 이에 대한 본격적인 현황 조사나 연구는 제대로 이루어지지 않고 있는 실정이다. 이러한 문제인식에 기초하여 이 연구에서는 본격적인 분석 연구를 위한 전단계로서 해외에서의 한국인 대상 범죄피해에 대한 실태조사를 실시하였다. 이 연구를 통해서 알 수 있는 사실은 해외에서의 한국인 범죄피해가 증가하고 있으며 이는 우려할만한 사안이라는 점이다. 우선 해외 한국인 범죄피해는 현지인들로부터 입게 된다는 사실이다. 또한 한국인 범죄피해는 절도와 강도라는 주요한 두 금품갈취범죄에 집중되어 일어나고 있다. 마지막으로 한국인 범죄피해는 무작위가 아니라 지역적으로 특정 국가나 지역에 집중되어 일어나고 있다는 점이다. 자료에 따르면 유럽과 동남아, 중남미 등이 절도나 강도 등의 위험지역으로 분류되었다. 이 연구를 통해 파악된 사실을 바탕으로 제기된 추정과 제안들은 후속 연구의 과제가 될 것이다. 후속 연구는 주요 위험지역으로 파악된 유럽, 동남아, 중남미, 중국 등에 대한 보다 정밀한 분석이 있어야 할 것이며, 범죄피해 증가에 영향을 미친 주요한 요인들을 파악해야 할 것이다. 또한 대응전략의 개발이 포함되어야 할 것이다.
