Most security problems in present society are hard to be tackled through the knowledges, capacities, and resources of the public police alone. Much innovation has taken place stressing partnerships among public and private actors. It reflects increasing changes in interest from bureaucracies characterized by command and control and markets by prices and competition to networks. Based on previous researches on networks, this study examined some issues about the applicability of networks to policing in Korea on an exploratory level. Policing network is a set of interconnected participants(nodes) whose culture is characterized by trust and reciprocity. Various factors impact the circumstances that promote and sustain policing networks. Contrary to the participants' positive attitudes to partnerships, institutional relations and policy traditions in Korea are found to negatively impact the cooperations among actors. Considering vast human and material resources, expert knowledges, and legal authorities, the police should be an active actor in the networks. The police are required to speak for democratic principles. For the governance form of the policing networks, independent network management organization in which the police take active roles is preferred. Policing network effectiveness can be evaluated with a multiple-stakeholder perspective. Network participants, the network itself, and the community are found to be three stake holder groups in the network and key criteria are suggested accordingly. According to this analysis, some rational measures for successful evolution of policing networks are suggested.

오늘날 경찰이 대면하는 문제들은 경찰이 보유한 지식이나 역량, 자원만을 통해 해결하기 어려우며 공․사 참여자들 사이의 수평적 상호작용을 통해 해소하고자 한다. 명령과 통제를 중시하던 관료제 모형, 가격과 경쟁이 주축이 된 시장 모형을 넘어 신뢰와 호혜성을 강조하는 네트워크 모형으로의 관심 변화를 보여주는 것이다. 이 연구에서는 네트워크 모형에 대한 기존 논의들을 통해 경찰활동에의 적용 가능성과 그 과정에서 제기될 수 있는 주요 쟁점들을 탐색적인 수준에서 분석해 보았다. 경찰활동네트워크는 신뢰와 호혜성에 기초하여 상호작용이 이루어지는 복수 주체들의 집합체로 경찰활동 전반에 걸쳐 나타날 수 있으며 다양한 내․외 요인들이 참여자들 사이의 협력에 영향을 미쳐 네트워크의 성패를 좌우함을 알 수 있었다. 성공적인 경찰활동네트워크는 경찰의 적극적인 참여를 요구하며 경찰 또한 네트워크 수혜자가 될 수 있음을 확인하였다. 경찰활동네트워크 또한 다중이해관계자 관점을 통해 성과를 평가할 수 있으며 경찰활동의 공공성 등을 고려하여 네트워크나 지역사회 수준에서의 성과를 보다 강조할 것을 지적했다. 경찰활동네트워크의 민주성과 성과를 제고하기 위해 필요한 관리모형으로는 별도의 관리기구 설치와 그 속에서 경찰관리자의 적극적 역할을 제시하였다. 논의를 마무리하면서 경찰활동네트워크가 성공적으로 정착하기 위해 필요한 과제들과 함께 다양한 후속 과제들을 제시해 보았다.
