The purpose of this study is to exaime the structrual chagnes of tourism dvelopment in South Korea by applying a network approach. We recognize tourism development as a network consisting of development subjects as nodes and their relational capital as links. Data is drawn from news articles that deal with tourism and development from 1945 to 1999, and divided into development subjects and development means. The results indicate that the tourism development network were strongly led by the central government in the beginning, but the government’s influence decentralized as the development subjects from the local government, the private sector, the non-private sector, and the overseas sector emerged over time.

본 연구는 한국에서 관광발전을 발전 주체를 노드로 그리고 그 연계성을 관계적 자산 측면에서 바라보는 네트워크적 접근을 취하여 분석한다. 특히 발전과정에서 정부가어떻게 다른 부분을 선도하는지에 초점을 맞춘다. 본 분석을 위해서 1945년부터1999년까지 한국에 신문기사에 나타난 관광발전의 내용을 분석하여, 발전주체와 그들의 관광발전의 수단을 기초로 네트워크 자료를 구축하였다. 분석결과, 한국에서 관광발전의 네트워크는 초창기에 강력한 중앙정부에 의해서 주도되었고, 이후 정부의 힘은점차로 지방정부, 민간영역, 그리고 비영리 부문으로 분권화되는 경향을 발견할 수 있었다.
