제주특별자치도 감사위원회가 2006년 7월 1일「제주특별자치도설치및국제자유도시조성을위한특별법」이 시행되면서 중앙정부로부터의 감사를 배제하고, 감사의 독립성과 전문성을 강화시켜 자율적인 감사체계의 구축과 고도의 자치권이 부여된 제주특별자치도 이념의 실현을 목적으로 정식 출범하였다. 그러나 제주특별자치도 감사위원회는 출범 이후 감사의 성과, 학계의 지속적인 연구, 제주특별자치도의 제도개선에도 불구하고 10년을 맞이하는 현시점에서 감사위원회의 조직, 감사위원회의 직무, 그리고 감사위원회의 재정 등에 독립성․전문성과 관련하여 운영상의 문제점이 도출되고 있으며, 뜨겁게 쟁점화 되고 있다. 따라서 제주특별자치도 감사위원회가 향후 전국적으로 확산 실시되어지는 자치 감사기구의 모델이 되기 위한 재평가 차원에서 그리고 제주특별자치도 감사위원회가 더욱더 성공적인 제도로 정착할 수 있도록 하기 위하여 제주특별자치도 감사위원회의 법제와 운영 실태를 살펴본 다음 운영 실태에서 제기된 문제점들과 선행연구에서 제기된 주요 쟁점들에 관하여 법․제도적 측면에서 고찰하였다.
