Technology market is where transaction activities are made between technology providers and technology consumer, which is differentiated from technical trading with different characteristics. Due to the nature of the technology itself and the variety of transaction costs, technology trading market imperfection and market failure may occur. Technology trade is made when it is more advantageous to obtain technology from outside. Also, under the uncertainty of the technology changes and technology innovation activities, cooperation with the outside is perceived to be more effective. At this point, securing technology externally through technology trade needs sophisticated negotiation skills. Now, there are 5 non-profit agencies performing their duties as technology trust agency. However, as it is getting more difficult to make profit, they could no longer be motivated enough and their expertise could get weaker. Due to the facts, there are claims about expanding implementation technology trust to profit agencies for promoting technology trade market. This paper is comparing social welfares between no-expanding implementation and expanding implementation via hypothetical economic models. In conclusion, we suggest ‘technology consulting of profit agency’ and ‘competition between multiple profit agencies’ in provision for market failure and promoting technology trade.

기술시장은 기술공급자와 기술수요자 간에 기술의 매매를 통한 기술거래 행위가 이루어지는 곳으로 기존 시장과는 다른 특성을 가지고 있다. 기술 자체의 특성과 기술거래에 내제된 다양한 거래비용으로 인해 기술시장의 불완전성과 시장 실패가 발생할 수 있다. 기술거래는 자체 개발보다 외부로부터의 확보가 유리할 때 이뤄지며, 기술혁신활동과 기술변화의 예측이 불확실할 때 더욱 효과적으로 인식된다. 외부 기술 확보를 위한 기술거래에는 협상 능력 및 수요․공급처 발굴 등의 역할을 담당하는 거래기관의 역할이 중요하다. 현재 5개 비영리기관만이 기술신탁관리기관으로 선정되어 업무를 수행하고 있으나, 영리추구가 어려워 동기부여가 적고 전문성이 부족해질 수 있는 상황이다. 이로 인해 영리기관으로 기술신탁관리업의 실시를 확장하여 다양한 기술서비스를 제공하는 등 기술거래 시장의 활성화 방안이 필요하다는 주장이 제기되고 있다. 따라서 본 연구는 비영리기관의 기술신탁관리 형태 및 기술컨설팅의 제공 여부에 따른 효용을 경제학적 모형을 통해 분석해보고 기술신탁관리기관과 사회후생 측면에서 효용을 비교해본다. 이를 통해 시장 실패가 발생할 수 있는 상황 및 원인들에 대해서 살펴보았다. 현재 시장 상황 및 기술거래 활성화를 대비하기 위해 기술신탁관리기관의 기술컨설팅 제공 및 복수의 기관 간 경쟁으로 과도한 수익화 견제라는 정책적 제언을 유도하였다.
