SMBA had established small business technology protection consultation Center at 2009. 08.19. and conducts technical Protection and security consulting business diagnosis by specifying the “SME Technology Protection counselor”. This study aims to establish the qualifications framework based NCS of “Technical protection advisor” about the old one. Technology protection Advisors is contrasted in professional certificate as opposed to technical certifications, The Qualification assessment and certification method was presented to the new qualification scheme forms a mixture of NCS-based assesment course typed and test-based typed certification.

중소기업청은 2009. 08. 19 「중소기업 기술보호 상담센터」를 개소하고 「중소기업 기술보호 상담 전문가」를 지정하여 기술보호 상담 및 보안진단 사업을 실시하고 있다. 본 연구는 중소기업청이 지 정한 「중소기업 기술보호 상담 전문가」를 국가직무능력표준인 NCS(National Competency Standards) 제도를 기반으로 한 「기술보호 상담사」자격체계로 도출하는 것을 목적으로 한다. 기술보호 상담사 는 기술자격증과 대비되는 전문자격증이며, 자격평가 및 인증방법은 NCS기반 과정평가형과 기존의 검정형을 혼합한 형태로 신규 자격방안을 제시하였다.
