The main purpose of the paper is to empirically investigate the differences or similarities of land price factors between the large cities and small & medium-sized cities using the statistical methodology of Hedonic Price Model. To apply the method, the officially assessed reference land price is set as a dependent variable while the land specific factors such as “land category” “road faying surface”, “land geographical features”, “land use pattern”, and “topography” are used as independent variables. Furthermore the data of fifty thousand lots selected from all cities have been used to address the research question raised. It turns out, as a result of empirical investigation, some physical characteristics such as land category are land geographical features have been more influential in determining land price in the large cities. In the other hand, road faying surface and topography turn out to be more important determining factors of land price in small and medium-sized cities. From this observation, the paper strongly suggests that such a difference should be reflected in land price policy such as the policy of appraised value of land.

본 연구에서는 전국단위의 대규모 필지자료를 이용하여 대도시와 중소도시의 토지 가격결정요인을 분석하고, 두 도시유형 간에 어떠한 차이점이 존재하는지를 파악하고자 하였다. 또한 헤도닉모형(Hedonic Price Model)에 입각하여 실증분석을 시도하였다. 종속 변수로 표준지공시지가 가격으로 설정하였으며, 독립변수로는 토지의 개별적 속성 변수인 지목, 도로접면, 지세, 면적, 토지이용 상황을 선정하였고, 지역적 변수로는 용도지역과 관련된 변수를 선정하였다. 그 결과 대도시의 경우 토지용도, 용도지역, 토지형상이 중소 도시에 비해 토지가격에 더 많은 영향을 주고 있음을 확인 할 수 있으며 반면 중소도시의 경우 도로, 지세·지형이 토지가격에 더 큰 영향을 주고 있는 것으로 나타났다. 본 연구결과는 토지정책을 추진함에 있어서 대도시와 중·소도시의 지가결정요인의 차이를 감안하여 보다 섬세하게 반영할 필요가 있음을 시사하고 있다. 예를 들어, 정부가 표준지 공시지가를 산정할 때 대도시와 중소도시의 물리적 특성의 차이를 보다 정교하게 반영하여 산정할 경우 공시지가의 정확도와 신뢰도를 더욱 높일 수 있다.
