The purpose of this article is to analyze the process of shaping nuclear industryin Korea in terms of bureaucratic politics between three sectors; R&D, manufacturingand utilities. Regardless of pros and cons, previous studies tend to presupposethat nuclear industry in Korea has grown up rapidly because developmental statemade a long-term plan and implemented it consistently without contentions. Somestudies, especially focusing on technological catch-up, emphasize that the peacefuluse of nuclear technology led to the success. However, three sectors had a differentstrategy to develop nuclear industry even though they shared the necessity of anuclear power plant. Therefore, a fierce competition to seize the initiative occurredbetween related organizations and a pilot agency presupposed on developmental statetheory was not exist in at least nuclear industry. A vertically integrated nuclearindustry led by KEPCO, the public utilities, was not the outcomes of the successof a state’s systematic plan. The plan was not so strong and continually transformedby bureaucratic politics which was influenced by over-investment in heavy industryand the U.S. non-proliferation policy and so on.

본 논문은 연구개발-설비제작-전력공급 부문 간의 경쟁과 타협 속에서 전력공기업집단이 주도하는 원전산업구조가 형성된 과정을 분석한다. 기존 연구들은 정부와 한전 등 개발기구 안에 존재하는 갈등과 균열에 주목하지 않는 경향이 있다. 원전산업의 발전과정을 성공적인 기술추격의 역사로 바라보는 논의들의 경우정부가 원자력의 평화적 이용을 목표로 장기계획을 수립, 일관되게 지원한 것이성공의 원동력이라고 가정한다. 그러나 원자력발전을 추진한 목적은 핵무기 개발을 통한 안보 강화, 발전설비산업의 수출산업으로의 육성, 가격왜곡을 통한 수출보조 등 중층적이었다. 이로 인해 정부 부처 간, 정부 부처와 하위 기구 간, 정부와 대기업 간에 추진방법을 놓고 이해관계가 엇갈렸다. 한국전력공사를 중심으로수직계열화된 원전산업구조는 이와 같은 각축의 과정에서 핵기술의 병행개발이차단되고 대기업의 진출이 실패하면서 형성된 것으로, 계획 실패의 결과물에 가깝다.
