The researches about offshore regional income outflow in Korea have studied since2009 when Korean Statistics Bureau published the statistics of GRNI(Gross RegionalNational Income). However, these researches have not shown what were the mainfactors to decide the offshore outflow of regional income and areal directions ofthe outflow of regional income. They have shown only the size of outflow of regionalincome in each region. This study will examine what are the key factors of deciding the offshore regionalincome outflow by using the Korean Statistics Bureau’s primary GRNI data. Alsothis study will show areal directions of the outflow of regional income, using commutedata of the population and housing survey 2010 and the operating surplusdata of the total economic survey 2010. On the other hand, other countries, for example such as United Kingdom, Japanthat have published GRNI statistics, have not estimate the residence-based corporateoperating surplus. However, Korean Statistics Bureau has published it. Thereforethe reliability of Korean GRNI estimates is in the question. This study will examinethat the reliability and rationality of estimating GRNI, especially the residence-basedoperating surplus of Korea will be guaranteed.

2009년 이후 통계청에서 지역 분배소득을 공표한 이후 지역 내 부가가치의 역외 유출문제에 관한 연구가 본격적으로 이루어지기 시작했다. 그러나 이들 연구는 지역별로 역외소득 유출의 규모만 산정할 뿐, 통근으로 인한 피용자 보수나기업소득의 이전에서 나타나는 영업 잉여의 유출 중 어느 것이 더 중요한 요인이며, 또 역외 소득 유출의 이전 지역과 방향은 어떻게 되는가를 분석하지 못하고있다. 본 논문에서는 통계청의 기초 자료를 확보하여 역외 소득 유출의 주요 결정요인을 분석하고, 또한 인구주택총조사의 통근 DB와 2010년 경제총조사의 영업 잉여 자료 및 총사업체조사의 본사, 공장·지사·영업소의 지역별 분포 자료를활용하여 피용자 보수와 영업 잉여의 유출지역과 방향을 분석한다. 한편 지역 분배소득을 공표하는 영국, 일본 등 다른 나라에서는 분배 GRNI를추정할 때, 생산측면에서 파악한 영업 잉여를 그대로 쓰고 있으나, 우리나라 지역소득 통계는 법인의 소재지 기준과 등록지 기준의 영업 잉여 차이까지 파악, 공표하고 있다는 점에서 과연 신뢰성이 있는 통계인지 의문이 있어 왔다. 이 논문에서는 우리나라 지역 분배소득 통계가 과연 신뢰성과 합리성을 보장할 수 있는통계인가도 검토한다.
