The main purpose of the paper is to investigate the problems of overdevelopment and further to suggest future policy directions toward sustainable development in population declining era. It turns out that overdevelopment has been mainly caused by nationwide oversupply of infrastructure such as road and industrial complex, by simultaneous industrial complex development projects in the Non-Capital Region and by excessive housing site development especially in the Capital Region. To prevent such overdevelopment problems, the paper suggests various types of policy tools such as introduction of an exit plan, real name policy, compact city strategy, software oriented urban renewal program, strict population plan and new laws aiming for sustainable development.

본 연구는 최근 추진하고 있는 대규모 개발사업을 사례로 과잉개발 실태와 문제점을 분석하고 인구감소시대 있어서 지역개발의 새로운 정책방향을 모색한다. 인구감소는 현재 진행되고 있는 다수의 지역개발사업에 영향을 미치고, 과잉개발로 인한 사회적 부작용에 대한 우려가 갈수록 높아질 것으로 전망된다. 그럼에도 불구하고 현재 대규모 개발사업들이 전국 각지에서 추진되고 있다. 고속도로 및 경전철 등 전국적인 SOC시설의 과잉공급, 비수도권에서 산발적으로 진행되는 산업단지 조성, 수도권의 과도한 택지개발사업 등이 대표적이다. 이에 따라 본 연구는 과잉개발 해소를 위한 정책방향으로서 추진이 불투명한 사업에 대한 출구전략 강구, 인구감소도시에 대한 재생정책 추진, 지자체 인구계획에 대한 엄격한 심의, 과도한 개발을 부추기는 법과 제도 개선 등의 대안을 제시한다.
