Major countries, including the Republic of Korea, are facing a full-blown competition in the global UAV (unmanned aviation vehicle) market in the prospect that UAVs will play a crucial role at the future battlefield together with various types of autonomous robots on the ground, in the air, and on and under the water. The UAV industry has an immense potential in contributing to the national security, as well as providing a host of promising opportunities in areas of job creation, technological innovation, and defense industry. The focus of this articles is two-fold: (1) analyze the current status of UAV research and development among major countries, including the US, Israel, China, Russia, UAE, South Africa, Turkey, Iran, India, Pakistan, and North Kora among others; (2) draw policy implications with respect to the export market of UAV upon the basis of the aforementioned analysis, highlighting the case of the United States. It needs to be noted that this paper places a predominant emphasis on the UAVs of ‘military’ use as opposed to civilian counterparts.

장차 무인기(unmanned aviation vehicle: UAV)가 지상, 공중, 수상, 해저에서 운용될 로봇들과 함께 미래전장의 주역으로 떠오를 것으로 예상되는 가운데, 우리나라를 포함한 주요 국가들은 본격적으로 전개되는 글로벌 무인기 경쟁에 직면하고 있다. 무인기는 국가안보의 여러 분야에 현저히 기여하는 동시에, 기업에게는 새로운 일자리 창출, 기술 혁신, 방산수출 등 무수한 기회를 제공해 줄 수 있는 잠재력을 갖고 있다. 이 글의 목적은 두 가지로서 ‘군용’ 무인기를 중심으로 ① 미국을 위시한 이스라엘, 중국, 러시아, UAE, 남아공, 터키, 이란, 인도 등 주요 국가들의 무인기 개발 현황을 점검해 보고, ② 특히 미국의 사례를 바탕으로 향후 무인기 수출시장과 관련한 정책적 함의를 도출해보는 것이다.
