The purpose of this study is to find the model to create the acquisition requirements development and requirements management(ARD&REQM) process for the organization of weapon systems acquisition. This thesis consists of three phases. First, Conduct a theoretical consideration including regulation of requirements development and requirements management for acquiring weapon systems, concepts of CMMICMMI(Capability Maturity Model Integration), MBSE(Model-Based Systems Engineering) for the requirements development and requirements management of weapon systems acquisition process. Second, Conduct an analysis of the development and requirements management process of suitable requirements to acquire the weapon systems based on the CMMI theory. Third, Present a process model of the requirements development and management in weapon systems acquisition environment. Also, Present the activities and outcomes of the process model. The results of this study provides a guide for organizations of conducting acquisition project.

본 논문은 무기체계 획득 조직을 위한 효과적인 획득 요구사항 개발과 요구사항 관리 프로세스를 모델링하는데 연구목표가 있다. 먼저 무기체계 획득과정의 요구사항 개발 및 요구사항 관리에 대한 규정과 능력성숙도통합모델(CMMI : Capability Maturity Model Integration)의 개념 및 모델기반 시스템엔지니어링(MBSE : Model-Based Systems Engineering)에 대한 이론적 고찰을 수행하고, CMMI 이론을 기반으로 획득 조직에 적합한 요구사항 개발 및 요구사항 관리 프로세스를 분석한 후 국내 무기체계 획득환경에 부합하는 획득 요구사항 개발 및 관리 프로세스 모델을 제시하는데 중점을 두었다. 또한 연구한 획득 요구사항 개발 및 관리 프로세스의 수행을 위한 세부 수행활동과 그 작업 산출물을 제시하여 획득 조직의 관련 프로세스 개선을 위한 하나의 가이드를 제시하였다.
