The importance of software industry has been expanded significantly due to the rapid growth of Information Technology(IT) industry. The domestic software industry, however, is encountering severe financial and structural problems as a result of losing ground to imports. The government and the Defense Ministry are working on establishing suitable policies to come up with software-centered environment of industries. Nonetheless, Defense software related subordinates has not yet set any clear standards for proper duty assignments and execution. Each service(Army, Air force and Navy), therefore, should seek out suitable guidelines that reflect in their own characteristics. In response to the urgent demand, we diagnose, in this study, the conditions of the National Defense software system thoroughly. As a result of the diagnosis, we are able to derive strategies in accordance with the social environment and the current policies of the government and Defense Ministry. The ultimate goal of this study is to propose a clear future direction for the software development of the National Defense, and to establish a software development and management system suitable to the country.

IT의 급속한 발전은 SW의 중요성을 더욱 부각시키고 있으나 국내 SW산업은 외산에 밀려 환경적·재정적인 곤란을 겪고 있다. 이에 대해 정부와 국방부는 SW중심의 산업 생태계를 구축하기 위한 정책을 지속적으로 구상하는 중이나, 국방부 예하 SW 관련부대(서)의 명확한 임무분배와 행동화를 위한 기준을 제시하지 못했으며 각 군은 또한 자체 특성에 맞는 정책수립이 절실한 시점이다. 이에 대한 대책으로 본 연구에서는 국방SW 정책의 현실을 종합적으로 진단하고, 사회적 환경과 정부·국방부의 최근 정책 방향과 부합하도록 개선 전략을 도출하여 국방SW의 향후 추진방향을 제시한다.
