The purpose of this study is to investigate the effects of the policy of school sports clubs, which is part of “the efforts to promote sports in school” by the Metropolitan and Provincial Offices of Education, on the academic achievement in middle school. Data sets such as school alerts for the year of 2013, basic education statistics, evaluation reports of the Metropolitan and Provincial Offices of Education were analyzed using HLM. The analysis confirmed that the enrollment rate of school sports clubs selected as a policy variable has statistically significant effects on the academic achievement in middle school. These results suggest that a variety of administrative and financial support efforts at the level of the Metropolitan and Provincial Offices of Education should be offered by the Office of Education to promote sports in school. It is therefore necessary to synthetically and systematically confirm the outcome of the efforts that the Office of Education has made to promote sports in school. Moreover, they would have to establish more specific policy directions to promote sports in school at the level of the Office of Education and continue to carry them forward.

본 연구의 목적은 시·도교육청의 학교스포츠클럽 지원이 중학교의 학업성취도에 미치는 효과를 실증적으로 규명하는 것이다. 연구의 목적을 달성하기 위해 EDSS에서 제공하는 학교알리미와 교육기본통계, 그리고 교육부의 시도교육청 평가 자료를 사용하였고, 2수준의 위계적 선형 모형(HLM)으로 분석하였다. 분석 결과, 첫째, 중학교의 학업성취도에 대한 교육청 간 변량은 13.538%로 나타나 교육청 수준 변인으로 학업성취도 차이를 설명할 수 있음을 확인하였다. 둘째, 단위학교 수준의 변인을 통제한 후에도 중학교의 학업성취도에 대한 교육청 차이는 통계적으로 유의한 것으로 확인되었고, 본 연구에서 주목한 교육청의 학교스포츠클럽 지원요인인 학교스포츠클럽등록률이 중학교의 학업성취도 차이에 효과를 주는 것으로 나타났다. 학교스포츠클럽 활동의 성공적인 운영과 성과를 제고하기 위해서는 학생들이 학교스포츠클럽에서 지속적으로 활동할 수 있도록 교육청 차원의 각종 행․재정 지원 노력이 단위학교에 제공되어야 한다. 이를 위해 지금까지 교육청의 학교스포츠클럽 지원 노력에 대한 구체적인 성과를 종합적이고도 체계적으로 확인하고, 학교스포츠클럽 활동을 지원하기 위한 중장기 계획을 수립할 필요가 있다.
